John Koniar has declined being reappointed to the Public Athletic and Sports Facilities Cooperative District and Public Cultural and Entertainment Facilities Cooperative District leaving a vacancy. His term expires on November 7, 2021. Rick Blackwell would like to fill the vacancy on the boards left by Mr. Koniar.

                     WHEREAS, the State of Alabama Ethics Commission says that public officials/board members fall under the State Ethics Law, and therefore should have the opportunity to educate themselves regarding this law, and

                     WHEREAS, the Alabama Ethics Commission has recently developed an online video training of the Alabama Ethics Law, which can be accessed at their website at www.ethics.alabama.gov, and

                     WHEREAS, all newly appointed and reappointed board members must submit a copy of their training certification to the City of Foley as a condition to being appointed/reappointed to the boards.

NOW THEREFORE BE IT RESOLVED that the City Council of the City of Foley, Alabama, as follows:

                     SECTION 1:                     Appoints Rick Blackwell to the Public Athletic and Sports Facilities Cooperative District and Public Cultural and Entertainment Facilities Cooperative District beginning on November 8 2021 and ending November 9, 2025 to fill the vacancy of John Koniar, who declined being reappointed based on the conditions that he submits a copy of the Alabama Ethics Law certification to the City Clerk to be included in the City's General Files.

                     SECTION 2:                     This Resolution shall become effective immediately upon its adoption as required by law.
