A Resolution Approving a Project for an Additional Public Safety Radio System Site and Tower Lease for the Southeast Quadrant

The current public safety radio system consists of radio sites located on towers at Foley PD, Magnolia Springs, and Seminole.  There is a need for enhanced coverage in the southeast quadrant of Foley in order to have adequate radio communications in buildings and down to the beach areas.  A 275 ft. radio tower has been located on Canal Rd. in Orange Beach, and radio tests have been conducted which show that this location provides more than adequate radio connectivity for the areas of concern.  Also, the sole vendor for our existing Kenwood NexEdge radio system, Hurricane Electronics, has equipment for a complete 5 channel radio site from a trial installation at another location.  They are offering this equipment at a significant discount to us.  The tower owner is also offering tower space and the use of existing antenna systems on the tower at a reduced rate of $1000 per month.  The tower owner is open to a long-term lease agreement with no rate increases and a 10 percent discount for annual payments in advance.  The purchase of this available equipment and long-term 5 year lease of the tower would result in a potential savings of over $246,000 when compared to the otherwise planned radio system capital projects planned in the FY budgets for the next 5 years. The request is to purchase the equipment from Hurricane Electronics for an amount not to exceed $50,167.18 and allow the Mayor to sign a long term tower lease agreement with Tower Equities, LLC and pay the first year lease payments of $10,800 in advance.

     WHEREAS, there is a need to enhance the public safety Nexedge radio system in the southeast quadrant for Foley Police and Fire radio communications, and

     WHEREAS, the Foley Fire Department has budgeted for an additional radio site and improvements in FY20 and FY21 and the Foley Police Department has budgeted for radio system improvements and construction of a radio tower in the Graham Creek area in FY21 - FY24, and

      WHEREAS, a 275 ft. radio tower has been located, tested, and has space available for lease on Walker Ln. in Orange Beach, and

     WHEREAS, a compatible system of used equipment is available for purchase at a deeply discounted price from the sole source provider, Hurricane Electronics.

     NOW THEREFORE BE IT RESOLVED that the City Council of the City of Foley, Alabama, as follows:

     SECTION 1:     Approves the purchase and installation of a 5-channel Kenwood Nexedge radio site from Hurricane Electronics for an amount not to exceed $50,167.18 under account 400-2020-5103 Nexedge Radio System Site.

     SECTION 2:     Authorizes the Mayor to execute a long-term lease agreement for radio tower space and tower equipment with Tower Equities, LLC and approves the prepayment of the first year lease for an amount of $10,800 under accounts 100-2010-6112 Tower Lease ($5,400) and 100-2020-6112 Tower Lease ($5,400), and amends the FY21 Budget accordingly.

     SECTION 3:     This Resolution shall become effective immediately upon its adoption as required by law.
