Consider resolution approving American Behavioral as the City’s Insurance provider for employee Mental Health Services. This would in effect “carve out” the mental health services component from BCBS (Blue Choice Behavioral Health Network) much like we carved out the Prescription benefit component from BCBS when we switched to Medco as our prescription benefit provider. Looking at actual claims data over the past three years, the City would have saved an average of 19k annually had we used American Behavioral during those three years as opposed to BCBS. Switching providers for this service will not endanger our grandfathered status under the Affordable Care Act. The two main benefits to the American Behavioral service over the current provider is that the City’s HR Division will be able to maintain an “arms length” transaction in the selection/referral process of a physician/counselor, etc. for the mental health services, and secondly, the employee will have access to a much wider range of services with up to three free visits per year on the EAP side. This would take effect January 1, 2013 if approved by Council. If approved move resolution to Council Agenda.
