A RESOLUTION REQUESTING TEMPORARY CLOSURE OF SPECIFIED STREETS AND ALLEY ENTRANCES FOR THE INSTALLATION OF MURAL CROSSWALKS

WHEREAS, Foley Main Street, in collaboration with community partners, seeks to enhance pedestrian safety, placemaking, and downtown aesthetics through the installation of mural crosswalks; and
WHEREAS, the installation of mural crosswalks requires temporary closure of certain street and alley entrances to ensure the safety of workers, pedestrians, and motorists; and
WHEREAS, each mural crosswalk is anticipated to require approximately two (2) to three (3) days for completion, subject to weather conditions; and
WHEREAS, the proposed mural crosswalk installations are planned to occur throughout February and March 2026, with scheduling flexibility to accommodate inclement weather and to minimize disruption to local businesses by prioritizing work at the beginning of weeks when some businesses may be closed; and
WHEREAS, Foley Main Street will coordinate with Public Works, Engineering, and Police Departments to plan, manage, and safely execute each temporary closure, including detours and traffic control; and
WHEREAS, Foley Main Street will provide advance notice and direct communication to all impacted businesses and property owners prior to each closure;
NOW, THEREFORE, BE IT RESOLVED that approval is hereby requested for the temporary closure of the following streets and alley entrances for the purpose of installing mural crosswalks, as weather and operational conditions allow:
1. North Alston Street at West Jessamine Street — from Chamber to Baptist Church, with a road detour to Pine Street.
Proposed start: Monday–Tuesday, February 2–3, 2026, for the first mural crosswalk.
Dates may shift due to inclement weather, with subsequent mural installations spaced accordingly throughout February and March 2026.
