A Resolution Setting A Public Hearing For An Ordinance Imposing A Temporary Moratorium On The Acceptance, Processing, Approval, And Consideration Of Applications For Data Centers, Bitcoin And Cryptocurrency Mining Facilities, Server Farms, And Similar, Technically-Oriented Uses, Facilities, Or Operations

WHEREAS, the City Council of the City of Foley, Alabama, is considering an Ordinance imposing a temporary moratorium on the acceptance, processing, approval, and consideration of applications for data centers, bitcoin and cryptocurrency mining facilities, server farms, and similar, technically-oriented uses, facilities, or operations that are primarily used for computing, data processing, data storage, cryptocurrency generation, or similar technological functions and that are characterized by high electrical demand and/or high water consumption; and
WHEREAS, the proposed Ordinance is intended to provide the City adequate time to study and evaluate the impacts of such uses and to develop and consider appropriate amendments to the City's Zoning Code and Technical Design Manual; and
WHEREAS, the City Council desires to provide members of the public an opportunity to be heard concerning the proposed Ordinance; and
WHEREAS, the City Council finds that setting a public hearing on the proposed Ordinance is in the best interest of the citizens of the City of Foley, Alabama.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Foley, Alabama, as follows:
SECTION 1: That a public hearing is hereby set for September 8, 2026 at 4p.m. for the purpose of receiving public comments and hearing from interested persons concerning the proposed Ordinance imposing a temporary moratorium on the acceptance, processing, approval, and consideration of applications for data centers, bitcoin and cryptocurrency mining facilities, server farms, and similar, technically-oriented uses, facilities, or operations that are primarily used for computing, data process...
