A Resolution Approving the Beulah Heights Drainage Project and Allocating the Funds
Summary
The Environmental Department requests council approval to allocate the funds and go to bid for the improvements to the Michigan Street Detention Pond. This project has secured $247,514 in grant funding from the Mobile Bay National Estuary Program for design and construction. Another $72,514 was recently added to the grant funding from the MBNEP. An ADEM 319 Work Plan has been submitted and is awaiting official approval for an additional $227,468 of grant funds. Thompson Engineering has completed the design work which has been reviewed by the Engineering Dept. and Public Works Dept. The goal is to modify the design with low impact development techniques and vegetation for increased water quality and infiltration. It was also increase water volume storage through expansion. At the inlet to the pond, a fore bay will be constructed to allow maintenance activities of sediment and litter removal. Thompson Engineering proposed a total cost estimate of $1,593,626 and a 20% contingency bringing the total estimate to $1,912,351. The request is to go to bid for the project and allocate the construction funds.
