WHEREAS, the City approved Resolution 13-0277 to encourage the development and improvement of underutilized property in its corporate limits to increase the property, sales and other tax bases of the City which, in turn, helps serve and promote the public welfare and general vitality of the City; and

WHEREAS, Owner is willing to donate to the City sufficient right-of-way to improve the City's infrastructure to serve or accommodate the development of the Owner's property and the surrounding area, which property is described below:
