This resolution amends the Pay Classification Plan within the departments operating under Infrastructure and Development (I&D) to align position classifications, responsibilities, and organizational structure with the City’s continued growth, increased infrastructure demands, and expanded capital programming.

1. Engineering Construction Management Alignment
To strengthen oversight of capital projects and development-related infrastructure, the Public Works Construction Manager position will be transferred to the Engineering Department., will be retitled Construction Project Manager and remain classified as Grade 200 (exempt), with responsibilities including construction administration, contractor coordination, and project oversight. Associated funding will transfer to Engineering, and the Public Works/Street classification will be eliminated.

2. The Deputy Construction Project Manager position will also be reassigned from I&D to Engineering and placed under the supervision of the Construction Project Manager. These changes improve coordination between Engineering and Public Works while maintaining existing staffing structures, field operations, and facility locations. Associated funding will transfer to Engineering.

3. Engineering Office Manager Reclassification
Due to significant growth in departmental responsibilities, the Office Manager position has evolved into a multi-departmental administrative role supporting both Engineering and I&D functions. Responsibilities now include contract coordination, risk evaluation, project support, and interdepartmental liaison functions.
