Title
A Resolution Approving Bid Award and Appropriate Funds for the Library Expansion - New Building.

Summary
Bids were publicly opened October 22, 2024 with White-Spunner Construction being the lowest responsible bidder in the amount of $17,986,000.00. Williams Blackstock Architects recommends awarding the project to White-Spunner Construction.

Previously, Resolution 21-1395 Council approved GeoCon Engineering & Materials Testing, Inc. for Geotechnical Services in the amount of $5,725.00, EDT-THA Architecture, LLC for Architectural Concept Plans in the amount of $500.00, and GMC for Topographic Survey in the amount of $2,440.00.
Resolution 22-1103 Council approved Advertisement of RFQ, in the amount of $550.00.
Resolution 22-1412 Council approved Rethinking Libraries, LLC for a professional facility design advocacy and consulting service not to exceed $15,000.00.
Resolution 22-1413 Council approved Williams Blackstock Architects at $1.3 Million for Professional Services which include Architectural, Interior Design, Civil, Structural, Fire Protection, Plumbing, Mechanical, Electrical, Bid/Negotiation, Construction Administration and FF and E Services.
Resolution 23-1091 Council approved the acceptance of the $2 million in HUD Community Project Funding for the new library construction
Resolution 23-1136 Council approved Volkert, Inc Contract for Environmental Assessment for New Library Building in the amount of $102,654.51.

We do expect additional appropriation requests for furniture, A/V, and moving expenses.
