WHEREAS, Dolly Parton’s Imagination Library is an established, highly successful early childhood book-gifting initiative that fosters early literacy by providing age-appropriate books to young children; and
WHEREAS, the State of Alabama provides a 50% matching grant for the Imagination Library program, leaving local community partners responsible for covering the remaining balance of approximately $1.30 per child per month; and
WHEREAS, the City of Bay Minette Public Library has historically absorbed and managed the local program costs on behalf of all participating communities across Baldwin County; and
WHEREAS, Foley currently has over 650 local children enrolled in the program, and the Foley Library desires to support early childhood literacy by contributing toward the local funding requirement for Foley participants; and
WHEREAS, funds in the amount of $10,000 have been allocated within the Library’s Fiscal Year 2027 budget (Account # 100-5020-6169) to cover the majority of Foley's enrollment costs; and
WHEREAS, the Foley Library asserts that providing financial support for early childhood literacy serves a vital public purpose by advancing the educational welfare, community enrichment, and future prosperity of Foley residents.
NOW THEREFORE BE IT RESOLVED that the City Council of the City of Foley, Alabama, as follows:
SECTION 1: Approves the expenditure of $10,000 from Book Expense Account # 100-5020-6169 to the City of Bay Minette to fund the local matching requirement for eligible Foley children enrolled in the Imagination Library program for Fiscal Year 2027.
SECTION 2: Declares that contributing toward local enrollment costs for Dolly Parton’s Imagination Library serves a valid public purpose by promoting early childhood literacy within the City of Foley.
SECTION 3: This Resolution shall become effective immediately upon its adoption as required by law.
