A RESOLUTION AMENDING THE PAY CLASSIFICATION PLAN IN THE SANITATION DEPARTMENT

The Sanitation Department has undergone operational changes due to rapid residential growth throughout the City. With new subdivisions and continued infill development, the Residential Sanitation Division faces an increasing workload that requires additional qualified drivers to support expanded ASL garbage and recycling routes. The department is transitioning away from rear-load trucks to automated systems for greater efficiency, and recycling routes are projected to expand to a three-truck operation, while garbage routes will grow from five trucks to six within two years. Additionally, the limb and bulk collection route requires expansion to a five-truck route to meet service demands. To support these needs, two out of five Sanitation Worker slots (grade 30) will be reclassified to two additional Residential Sanitation Driver Operator slots (grade 90).

 

Following the departure of the Commercial Sanitation Supervisor, the department conducted a review and determined it would be more effective to consolidate oversight under a single leadership role. As such, the Residential Sanitation Supervisor (grade 170) will be reclassified to Sanitation Superintendent (grade 200), responsible for supervising both Residential and Commercial operations. The former Commercial Sanitation Supervisor (grade 170) role will be reclassified to Commercial Sanitation Crew Leader (grade 110) to align with the existing classification on the residential side. To distinguish the two divisions clearly, the title of Sanitation Crew Leader will be amended to Residential Sanitation Crew Leader. These actions are budget neutral for this fiscal year due to offsetting costs but the increase to salaries is approximately $

 

These organizational changes will streamline operations, align responsibilities with actual duties performed, improve efficiency, and allow the Sanitation Department to effectively meet the growing needs of the community. The personnel savings in the commercial division is approximately $46,000 and the increase to personnel costs in the residential division is approximately $27,300. There is a Request to Transfer Departmental Budget Dollars attached to cover the cost increase for Residential.

     WHEREAS, the City recognizes the need for an efficient and properly staffed Sanitation Department to meet the increasing demands of a growing community; and

     WHEREAS, Residential Sanitation continues to experience growth resulting in increased service routes, expansion of automated collection systems, and the need for additional qualified Driver Operators; and

     WHEREAS, with the vacancy of the Commercial Sanitation Supervisor position, and upon review of operational needs, it has been determined that restructuring supervisory responsibilities will improve oversight, communication, and efficiency across both Residential and Commercial Sanitation operations; and

     WHEREAS, a job analysis and operational review support the reclassification of certain positions, the establishment of new classifications, and amendments to existing titles to better reflect the duties performed.

     NOW THEREFORE BE IT RESOLVED that the City Council of the City of Foley, Alabama, as follows:

     SECTION 1:     Amends the Pay Classification Plan by eliminating two (2) slots in the position of Sanitation Worker (Job Code 4011108 / Grade 30) and authorizing two (2) additional slots in the position of Residential Sanitation Driver Operator (Job Code 4011115 / Grade 90).

     SECTION 2:    Amends the Pay Classification Plan by eliminating the position of Residential Sanitation Supervisor (Job Code 4011114 / Grade 170) and authorizing the position of Sanitation Superintendent (Job Code 4011117 / Grade 200).

     SECTION 3:    Amends the Pay Classification Plan by eliminating the position of Commercial Sanitation Supervisor (Job Code 4012104 / Grade 170) and authorizing the position of Commercial Sanitation Crew Leader (Job Code 4012105 / Grade 90).

     SECTION 4:    Amends the title of Sanitation Crew Leader (Job Code 4011113 / Grade 110) to Residential Sanitation Crew Leader.

     SECTION 5:    There is a Request to Transfer Departmental Budget Dollars between Commercial and Residential Sanitation in the amount of $27,265 to cover the increase in cost to Residential.

     SECTION 6:     This Resolution shall become effective immediately upon its adoption as required by law.
