As part of the City's ongoing efforts to further develop the Communications Department, staff recommends reclassifying three existing positions in the Marketing Department for Communications positions to better align the roles for strategic communications functions. After the completion of job analyses, the proposed changes include reclassifying the Digital Operations Manager (Grade 150) to Digital Communications Manager (Grade 170), the Assistant Marketing Director (Grade 190) to Brand & Design Manager (Grade 170), and the City Marketing Communications Manager to Media Relations Manager within the same Grade 170. These changes are organizational in nature and are intended to improve the coordination of the City's communications, media relations, branding, and digital engagement efforts. These positions and the associated personnel budgets will be transferred from the Marketing Department to the Communications Department with the FY27 budget.

WHEREAS, the City is continuing to develop its Communications Department to enhance the strategic oversight of communications-related functions, and
WHEREAS, staff recommends the reclassification of certain existing positions in the Marketing Department for Communications positions to better support the City's communications, branding, media relations, and digital engagement functions, and
WHEREAS, the personnel funding for these position reclassifications will remain in the Marketing Department for the remainder of FY26 and will be transferred to the Communications Department with the FY27budget.
NOW THEREFORE BE IT RESOLVED that the City Council of the City of Foley, Alabama, as follows:
SECTION 1: Amends the Pay Classification Plan by reclassifying the position of Digital Operations Manager (Job Code 5060117 / Grade 150) to Digital Communications Manager (Job Code 5060123 / Grade 170).
SECTION 2: Amends the Pay Classification Plan by reclassifying the position of Assistant Marketing Director (Job Code 5060121 / Grade 190) to Brand & Design Manager (Job Code 5060121 / Grade 170).
SECTION 3: Amends the Pay Classification Plan by reclassifying the position of City Marketing Communications Manager (Job Code 5060114 / Grade 170) to Media Relations Manager (Job Code 5060124 / Grade 170).
SECTION 4: This Resolution shall become effective immediately upon its adoption as required by law.
