Title

A Resolution Appropriating Funding for and Approving a Capital Project to Grind and Seal the Rafters and Replacing Pipes at the Farmer & Fishermen’s Market.

 

Summary

This project aims to address rusting on the rafters and aging pipes of the farmer’s market building, which may pose structural risks and affect the market’s safety and functionality. The rust build up can compromise the integrity of the pipes, leading to potential leaks or failure, which could disrupt operations or cause costly damage, just as we experienced during the snowstorm last year. The scope of the project includes the inspection, sealing, insulating and replacing pipes, as well as the grinding and sealing of all structural rafters and supports in the farmer’s market.

The work will focus on replacing pipes, especially those that are critical to the building’s plumbing system, heating, or ventilation. Replacing the copper pipes with PEX and insulating with ½” thick black armor flex will extend their lifespan, protect the building, and preserve the market’s safety.

The rafter work will be all exposed rafters with a focus on those already experiencing corrosion. Grinding and sealing the rafters of the building also ensure the safety of visitors. The process will involve identifying rusted sections, cleaning by pressure washing, using crushed glass media to remove the rust, and applying a primer and a coat of Sherwin Williams SHER-CRYL-HPA protective sealant, to all rafters, to prevent further corrosion. The exterior wood siding will be cleaned then Sherwin William Revive and Restore will be applied to bring back the original color.

Rust buildup could compromise the structural integrity of the facility long term. Addressing the situation now helps avoid catastrophic failures.

We have budgeted $100,000 in this year’s capital budget but we are only requesting $80,000, including $6,200 in contingency funds.

     WHEREAS, Leisure Services needs to address the rust issues on the rafters and pipes at CAFFM, and

     WHEREAS, $100,000 has been included in the current year capital project plan for the grinding & sealing rafters and replacing pipes, and

     WHEREAS, a within-budget proposal has been received to complete the work.

 

     NOW THEREFORE BE IT RESOLVED that the City Council of the City of Foley, Alabama, as follows:

     SECTION 1:     Appropriates funding in the amount of $80,000, including $6,200 in contingency funds, to account #400-5001-5102 and approves moving forward with a project of grinding & sealing the rafters and replacing the pipes.

     SECTION 2:     This Resolution shall become effective immediately upon its adoption as required by law.
