This request has multiple components in an effort to enhance the organizational structure of the Community Development Department, particularly its Building Division, Amendments to the City's Pay Classification Plan are proposed to implement this restructuring after the completion of job analyses.
1) Convert a vacant Building Inspector position (grade 150) to a new position of Building Plans Examiner (grade 180). This new role would improve the quality of plan reviews, provide consistency in communication with contractors and property owners, and ensure properly marked-up and approved construction plans. 2) Convert the vacant Chief Building Inspector position (grade 180) to a Building Official (grade 250). This would remove the building official role from the current City Planner/Building Official position and create a full-time dedicated role solely to the Building division's functions. 3) Amend the position of City Planner/Building Official to Planning Director. These requests are budget neutral for this fiscal year with the two vacancies.

WHEREAS, to enhance the organizational structure of the Community Development Department, particularly its Building Division, amendments to the City's Pay Classification Plan are proposed to implement this restructuring.
NOW THEREFORE BE IT RESOLVED that the City Council of the City of Foley, Alabama, as follows:
SECTION 1: Amends the Pay Classification Plan by eliminating one (1) vacant slot in the position of Building Inspector (Job Code 2030105 / Grade 150) and authorizing the new position of Building Plans Examiner (Job Code 2030111 / Grade 180).
SECTION 2: Amends the Pay Classification Plan by eliminating the vacant position of Chief Building Inspector (Job Code 2030106 / Grade 180) and authorizing the position of Building Official (Job Code 2030112 / Grade 250).
SECTION 3: Amends the Pay Classification Plan by eliminating the position of City Planner/Building Official (Job Code 2030107 / Grade 280) and authorizing the new position of Planning Director (Job Code 2030113 / Grade 280).
SECTION 4: This Resolution shall become effective immediately upon its adoption as required by law.
