WHEREAS, on November 6, 2017, Council adopted Resolution 17-1284-Res, which appointed members to the Public Athletic and Sports Facilities Cooperative District and Public Cultural and Entertainment Facilities Cooperative District Boards, and
WHEREAS, Resolution 17-1284 stated the expiration of the terms of office were all on November 7, 2021 and terms should have been staggered terms for 4 years, and
WHEREAS, Member Floyd "Skip" Davis has expressed his wishes to resign from the boards leaving a vacancy, and
WHEREAS, Resolution 17-2084 must be amended to reflect the intended term expirations and to appoint a new member to fill the vacancy left by the resignation of Floyd "Skip" Davis, and
WHEREAS, the State of Alabama Ethics Commission says that public officials/board members fall under the State Ethics Law, and therefore should have the opportunity to educate themselves regarding this law, and
WHEREAS, the Alabama Ethics Commission has recently developed an online video training of the Alabama Ethics Law, which can be accessed at their website at www.ethics.alabama.gov, and
WHEREAS, all newly appointed and reappointed board members must submit a copy of their training certification to the City of Foley as a condition to being appointed/reappointed to the boards.
NOW THEREFORE BE IT RESOLVED that the City Council of the City of Foley, Alabama, amends Resolution 17-1284-RES as follows:
SECTION 1: Amends the appointment of David Vosloh on the Public Athletic and Sports Facilities Cooperative District and Public Cultural and Entertainment Facilities Cooperative District to expire on November 8, 2022.
SECTION 2: Appoints Linda B. Spangrud to the Public Athletic and Sports Facilities Cooperative District and Public Cultural and Entertainment Facilities Cooperative District to fill the vacancy left by the resignation of Floyd "Skip" Davis beginning January 4, 2021 and expiring on November 8, 2023 based on the conditions that she submits a copy of the Alabama Ethics Law certification to the City Clerk to be included in the City's General Files.
SECTION 3: The appointment of John Koniar's term will remain the same and will expire on November 8, 2021.
SECTION 4: Amends the appointment of Charles J. Ebert, III. on the Public Athletic and Sports Facilities Cooperative District and Public Cultural and Entertainment Facilities Cooperative District to expire on November 8, 2024.
SECTION 5: This Resolution shall become effective immediately upon its adoption as required by law.
