A Resolution to Approve a Facade Grant Extension for Mark Wright at 118 W Laurel Avenue

 

Body

WHEREAS, during the regular Council meeting of September 16, 2013, Council approved Resolution 13-0486 approving the Façade Improvement Incentive Grant Program to provide financial assistance for exterior appearance improvement projects on buildings located in the National Register and Local Downtown Historic Districts, and

WHEREAS, the Façade Improvement Incentive Grant Program was amended on July 6, 2020 and July 20, 2020 to include the Foley Main Street boundary, allowing the business and or property owner to apply and to begin work at their risk prior to grant approval, and

WHEREAS, the structure located at 118 W Laurel Avenue is a Contributing Structure located in the National Register Historic District, and

WHEREAS, Mark Wright has provided the required information and the Historical Commission has recommended approval;

NOW THEREFORE BE IT RESOLVED that the City Council of the City of Foley, Alabama, as follows:

                     SECTION 1:                       Approves up to $19,500 in reimbursement upon meeting all the requirements in the Resolution and specifically in Section VI. Reimbursement Process.

                     SECTION 2:                     Whereas, the City Council approved the Façade Grant for the requested work on March 20, 2023The ordinance states that “projects must commence within 90 days of City Council approval and must be completed within no more than 6 months from start of work.”  This put the expiration at June 20, 2023.  The ordinance also states that “staff can approve a one-time - 90 day extension if requested.”  Based on the request from the applicant, the grant approval has been extended to September 20, 2023.

SECTION 3:                     Whereas, any further extensions must go through City Council for approval.  The applicant is requesting a 6 month extension.   The status report as of September 19, 2023: the twin windows were ready to ship.  The 2 short windows are due around September 25, 2023.  The top window is due around October 10, 2023.  The triple windows are waiting on a different mull cap since the first ones did not fit but may be complete around September 30, 2023.

SECTION 4:   This Resolution shall become effective immediately upon its adoption as required by law.
