Summary

The construction bid is greater than the estimated construction amount in the HSIP agreement. Staff is requesting an additional $140,000 ($124k short plus contingencies) for the additional expenses. ALDOT has provided a revised grant agreement and has offered to provide an additional $94,958.05 in HSIP funds to offset the increase. Sealed bids were opened on June 25 with L & K Construction being the lowest responsible bidder at $812,799.18.

Body

 

WHEREAS, Resolution 25-1041 accepted the Highway Safety Improvement Program (HSIP)Grant for Pedestrian Improvements along Highway 98 at Cedar Street, Oak Street, Pine Street, Chicago Street, and the Rose Trail Crosswalk; and

     

WHEREAS, resolution 24-1247 requested permission from Council to apply for the HSIP Grant and ALDOT awarded the City of Foley $802,660.50 with $89,184.50 required in matching funds; and

 

WHEREAS, the construction bid received was greater than the estimated construction amount in the HSIP agreement and additional funds are requested to cover the cost of the increase; and

 

WHEREAS, ALDOT submitted a supplemental agreement to replace the current agreement in the amount of $897,618.55 with a City of Foley required matching fund of $99,735.39, and

 

WHEREAS, a budget adjustment is request to amend the revenue and expense accounts of the project: $140,000 to 400-3020-5178 (HSIP expenses) and $94,958.05 (HSIP revenue) resulting in a net budget increase of $45,041.95.

 

WHEREAS, sealed bids were opened for this project with L & K Construction being the lowest responsible bidder at $812,799.18, and

 

WHEREAS, staff recommends awarding this project to L & K Construction for $812,799.18, and

 

WHEREAS, staff recommends approving the CE&I proposal from Volkert for $94,854.76.

 

NOW THEREFORE BE IT RESOLVED that the City Council of the City of Foley, Alabama, as follows:

 

SECTION 1: Approves the ALDOT Supplemental Agreement #1 and authorizes the Mayor and staff to sign the new agreement.

 

SECTION 2: Amends the budget accordingly:  $140,000 to 400-3020-5178 (HSIP Hwy 98 Pedestrian Improvements Expense) and $94,958.05 (HSIP Hwy 98 Pedestrian Impv Grant Revenue).

 

SECTION 3: Approves to award the project to L & K Construction for $812,799.18.

 

SECTION 4: Approves Volkert's CE&I proposal for $94,854.76.

 

SECTION 5: This Resolution shall become effective immediately upon its adoption as required by law.
