A Resolution Authorizing the Acceptance of a Timber Harvesting Proposal for the FBE West Industrial Site

Pine trees in the Foley Industrial Park, west of the Beach Expressway, need thinning for healthy forest management and future expansion.
Body
WHEREAS, the City of Foley owns property known as the FBE West Industrial Site; and
WHEREAS, the City has received an estimate from Tyson Bloch of Baldwin Land and Timber for the harvesting of timber located on portions of the FBE West Industrial Site; and
WHEREAS, Mr. Bloch has estimated that the proposed timber harvest will generate approximately Twenty Thousand Dollars ($20,000.00), more or less, in net stumpage value to the City; and
WHEREAS, the proposed harvest is intended to thin the existing timber stand while preserving the aesthetics and qualities of a young working forest; and
WHEREAS, certain areas of the property are excluded from the proposed harvest, including the shooting range area, property currently under contract for sale, and a 6.4-acre parcel currently undergoing a National Environmental Policy Act (NEPA) study that shall not be disturbed; and
WHEREAS, the proposed harvest shall further maintain a one hundred-foot (100') buffer along the creek located on the western boundary of the property and a fifty-foot (50') buffer along the eastern boundary fronting the Beach Express; and
WHEREAS, the City Council finds that accepting the proposal and authorizing the timber harvest is in the best interest of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FOLEY, ALABAMA, AS FOLLOWS:
SECTION 1: The City Council hereby accepts the timber harvesting proposal submitted by Tyson Bloch of Baldwin Land and Timber for the FBE West Industrial Site, with an estimated timber value of approximately $20,000.00, plus or minus.
SECTION 2: The timber harvest shall be conducted in accordance with the conditions outlined by City staff, including:
a. No disturbance of the 6.4-acre parcel currently undergoing a NEPA study;
b. Exclusion of the shooting range area and property currently under contract for sale;
c. Maintenance of a 100-foot buffer along the creek on the western side of the property; and
d. Maintenance of a 50-foot buffer along the eastern side of the property fronting the Beach Express.
SECTION 3: The Mayor is hereby authorized to execute any documents necessary to implement this Resolution and to take all actions necessary to carry out the intent of this Resolution.
SECTION 4: This Resolution shall become effective immediately upon its adoption.
