The South Baldwin Chamber of Commerce will be hosting the 18th Annual Hot Air Balloon Festival at OWA. This three day event is planned for Thursday, May 12, Friday, May 13 and Saturday, May 14, 2022 with set up beginning on Monday, May 9, 2022. On June 7, 2021, Council adopted Resolution 21-1178 Authorizing City of Foley Forces To Assist The South Baldwin Chamber of Commerce with the 2022 Annual Hot Air Balloon Festival.
The South Baldwin Chamber of Commerce is requesting the City to provide additional specific services from the City of Foley, therefore, Resolution 21-1178 must be rescinded.

WHEREAS, the South Baldwin Chamber of Commerce will be hosting the 18th Annual Hot Air Balloon Festival at OWA in Foley, Alabama, and
WHEREAS, this three day event is planned for Thursday, May 12, Friday, May 13 and Saturday, May 14, 2022 with set up beginning on Monday, May 9, 2022, and
WHEREAS, the Annual Hot Air Balloon Festival provides great national recognition to our city, county, and state, and
WHEREAS, this Festival draws tens of thousands of people annually to our community, contributing to the economic vitality of our city’s businesses and the community at whole, and
WHEREAS, the city appreciates the efforts of the South Baldwin Chamber, other sponsors supporting the festival, businesses, and volunteers, all of which help to make this annual event such a success, and
WHEREAS, the City of Foley sponsors The South Baldwin Chamber of Commerce's Hot Air Balloon Festival annually via a performance contract in the amount of $50,000, and
WHEREAS, on June 7, 2021, Council adopted Resolution 21-1178 Authorizing City of Foley Forces To Assist The South Baldwin Chamber of Commerce with the 2022 Annual Hot Air Balloon Festival, and
WHEREAS, the resolution provides more details on the services performed by the City, therefore, Resolution 21-1178 must be rescinded, and
WHEREAS, the South Baldwin Chamber of Commerce is requesting the City to provide the following specific services:
1. During normal business hours:
a. Street Department to pickup and return barricades from the Cities of Daphne, Fairhope and Orange Beach if needed.
b. Placing barricades in festival footprint before the event and remove barricades after the event. Including N. OWA Blvd for bus lane and along County Road 20.
c. To pick up and maintain digital message boards the week of and during the event.
d. Assist in hanging banners in the festival field on poles.
e. Place directional road signs, shuttle parking banners and event advertisement signs prior to the event.
2. Below requests will require overtime hours:
a. Sanitation onsite during the event to include 2 trucks and 13 personnel on Thursday, May 12 from 3:00 pm - 11:00 pm, and from 8:00 am - 11: 00 pm on Friday, May 13 and Saturday, May 14th.
Duties would include placing trash cans throughout the field and regular emptying of trash cans during event hours. A barricaded access road will be available for ease of access to remove trash.
Move barricades as needed during the event to safely maintain any unsafe areas in the parking fields.
Sanitation request is for 2 manned garbage trucks and 12 to 13 personnel and needed equipment to handle garbage on grounds outside of the OWA downtown.
*Overtime hours are expected to total an average of 500 hours at an hourly rate of $26 totaling $13,000.
b. Police Department and needed equipment for traffic management and Public Safety.
Anticipated labor is as follows: 18 personnel on Thursday, 27 on Friday, and 28 on Saturday.
* Related overtime hours associated with the Police Department is expected to be 681 hours at an average hourly rate of $40, totaling $27,240.00.
c. Fire Department and needed equipment for fueling station and public safety.
They expect between 1 to 4 City Fire personnel plus some Volunteer Firemen, depending upon day and time.
*Overtime hours are expected to be in the range of 162 hours at an average hourly rate of $30.49 totaling $4,939.38.
3. Use of City Property:
a. To host pilot check in at the Foley Event Center on Thursday, May 12 from 2:00 - 4:00 pm.
b. Allow pilot, volunteer and guest parking at the Foley Event Center and Foley Soccer Fields during the event.
WHEREAS, the City Council of the City of Foley, Alabama, recognizes the South Baldwin Chamber Gulf Coast Balloon Festival a Public Good for the citizens and businesses of our city and authorizes the use of city equipment and labor as estimated above to ensure a safe and successful event.
NOW THEREFORE BE IT RESOLVED that the City Council of the City of Foley, Alabama, as follows:
SECTION 1: Rescinds Resolution 21-1178 Authorizing City of Foley Forces To Assist The South Baldwin Chamber of Commerce with the 2022 Annual Hot Air Balloon Festival.
SECTION 2: Authorizes City of Foley forces to assist the South Baldwin Chamber with their above listed requests that is also attached to this resolution for the 18th Annual Gulf Coast Hot Air Balloon Festival on May 12 - May 15, 2022.
SECTION 3: Approves the use of the Foley Event Center for pilot check in on Thursday, May 12, 2022 from 2:00 pm until 4:00 pm.
SECTION 4: Approves the use of the Foley Soccer Fields and Foley Event Center for pilot, volunteer and guest parking during the event.
SECTION 5: This Resolution shall become effective immediately upon its adoption as required by law.
