This resolution addresses necessary updates to the classification and compensation structure within departments operating under the Leisure Services umbrella. These amendments reflect expanded duties, organizational realignment, and the need to ensure appropriate classification, compensation, and compliance with Fair Labor Standards Act (FLSA) designations.

 

1. Within the Library, the Head of Cultural & Heritage Collections position has undergone a significant expansion in scope. The role now encompasses management and public access to the City’s full archival system, consolidating resources previously housed across multiple locations. To accurately reflect these responsibilities, a title reclassification to Archivist/Head of Cultural & Heritage Collections and a corresponding pay grade adjustment is warranted from a Grade 130 to 140.

 

2. Within the Parks and Recreation Department, operational needs and actual job duties performed necessitate reclassification of one Parks Maintenance Worker I (Grade 50) position to Parks Maintenance Worker II (Grade 70) to ensure alignment between assigned duties and classification.

 

3. Within the Nature Parks Department, the Event Program Manager position has evolved into a supervisory and operational leadership role. The position now includes full-time employee supervision, event execution oversight, and comprehensive program management responsibilities. As such, the position should be reclassified from a non-exempt to exempt status with a corresponding grade adjustment from 100 to 130.

 

Personnel expenses associated with these changes will be closely monitored. Should adjustments be required, Human Resources will coordinate the transfer of budgeted funds.

Body

 

     WHEREAS, the City maintains a classification and compensation plan to ensure positions are appropriately aligned with assigned duties and responsibilities, and

 

     WHEREAS, periodic review of positions is necessary to ensure organizational effectiveness and compliance with applicable labor standards, and

 

     WHEREAS, the Head of Cultural & Heritage Collections position within the Library has experienced a significant expansion in duties to include management of the City’s centralized archival system and public access thereto, and it is recommended this position be reclassified to Archivist/Head of Cultural & Heritage Collections and upgraded on the Pay Classification Plan to reflect the increased scope and complexity of work, and

 

     WHEREAS, within the Parks and Recreation Department, an existing Parks Maintenance Worker I position is currently performing duties consistent with a Parks Maintenance Worker II classification, and it is recommended that one position be reclassified from Parks Maintenance Worker I to Parks Maintenance Worker II to align classification with actual job duties, and

 

     WHEREAS, the Event Program Manager position within the Nature Parks Department has expanded to include supervisory responsibilities over full-time personnel, including hiring, training, performance management, and discipline, and these expanded duties meet the criteria for exempt status under the Fair Labor Standards Act and justify a pay grade adjustment.

 

     NOW THEREFORE BE IT RESOLVED that the City Council of the City of Foley, Alabama, as follows:

 

     SECTION 1:     Amends the Pay Classification Plan in the Library by reclassifying the position of Head of Cultural & Heritage Collections (Job Code 5020133 / Grade 130) to Archivist/Head of Cultural & Heritage Collections (Job Code 5020140 / Grade 140).

 

     SECTION 2:     Amends the Pay Classification Plan in the Parks and Recreation Department by eliminating one (1) slot in the position of Parks Maintenance Worker I (Job Code 5030118 / Grade 50) and authorizing one (1) additional slot in the position of Parks Maintenance Worker II (Job Code 5030120 / Grade 70).

 

     SECTION 3:     Amends the Pay Classification Plan in the Nature Parks Department by reclassifying the position of Event Program Manager from Grade 100 (Job Code 5090113 non-exempt) to Grade 130 (Job Code 5090118 exempt).

 

     SECTION 4:     This Resolution shall become effective immediately upon its adoption as required by law.
