DESCRIPTION OF TOPIC: (who, what, when, where, why, and how much)
The Foley Fire and Police Departments have identified an area of the jurisdiction that does not have adequate radio communications coverage from the existing NexEdge radio system.  The Foley Fire Department plans to transition to this radio system in the future and will not have radio communications in this area unless improvements are made.  Hurricane Electronics has installed a NexEdge system on the 911 radio tower in Magnolia Springs as a trial system for Fairhope, but Fairhope has chosen to use a different radio system.  If purchased and reactivated for Foley use, the Magnolia Springs system would provide adequate coverage for the deficient area and also enhance the entire NexEdge radio system used throughout Baldwin County by adding key infrastructure for interoperability and redundancy.  Hurricane Electronics has offered to sell the Magnolia Springs system and reallocate the equipment at a discounted price, but it is not within the Foley Fire or Police budgets.  A request was made to the Baldwin County E-911 Board to consider funding this improvement as it would have a positive impact for agencies throughout Baldwin County who utilize the NexEdge radio system.  The E-911 Board has voted to approve a one-time grant for the full amount needed to purchase and reallocate this equipment, not to exceed $78,000.  Hurricane Electronics will warranty the equipment for one year, after which the City of Foley will assume all responsibility for maintenance and upkeep just as it does with the existing Foley NexEdge radio system sites.  We are asking the City Council to accept this grant and approve the purchase and installation of this equipment.

WHEREAS, the City of Foley Fire and Police Departments have identified a need to improve radio communications throughout the response jurisdiction through       equipment improvements to the existing NexEdge radio communications system, and
WHEREAS, these improvements would also benefit all agencies, present and future, throughout Baldwin County who utilize the NexEdge radio system, and
WHEREAS, the Baldwin County E-911 Board has approved a one-time grant request for funding the actual costs of these improvements for an amount not to exceed             $78,000.00.
NOW THEREFORE BE IT RESOLVED that the City Council of the City of Foley, Alabama, as follows:
SECTION 1:       Accepts this one-time grant for NexEdge radio system improvements in the amount of $78,000 from the Baldwin County E-911 Board, adding and amending Revenue Account 12-5826, and
SECTION 2:       Approves the purchase and installation of Kenwood NexEdge radio equipment from Hurricane Electronics, Inc. in an amount not to exceed $78,000.00, adding and amending Fire Capital Purchase Account 12-665-7348.
This Resolution shall become effective immediately upon its adoption as required by law.
