Approve Foley's Contribution Submission for Responsive/Adaptive Signals on U.S. Hwy. 59

The adaptive signalization project on Hwy. 59 is much needed and the anticipated cost is $2.8 million. An estimated 90% would be for installation and the remaining 10% for engineering. ALDOT has suggested that the cities should pay all of the engineering costs and 50% of the installation, plus the manpower to manage the system. The manpower anticipated is one full time person on either Gulf Shores or Foley's staff. They are requesting a formal proposal from the Council.

WHEREAS, responsive and/or adaptive traffic signals on U.S. Hwy. 59 are greatly needed to control traffic flow from Foley Beach Express south to Beach Boulevard (aka Alabama Highway 181) in the cities of Foley and Gulf Shores, and
WHEREAS, Skipper Consulting has provided a a project description and cost estimates on thirty (30) signalized intersections that currently exist with 13 within Gulf Shores jurisdiction and 17 within Foley's jurisdiction, and
WHEREAS, Skipper has the signals broken down by classes and costs to upgrade by city as follows:
Gulf Shores (13 Signals Class 1 & 2) Foley (17 Signals Class 3 & 4)
Constuction Costs: $785,000 $1,550,000
Engineering (7%): $ 55,000 $ 108,500
CE&I (15%): $118,000 $ 232,500
Total $958,000 $1,891,000
Total Estimated Project Costs: $2,849,000
WHEREAS, ALDOT's has requested the City submit their contribution to the project, and
WHEREAS, the City of Foley is willing to pay a total of $651,000 broken down as follows:
$108,500 for 100% of the pre-construction costs;
$232,500 for 100% of the Engineering and Inspection;
$210,000 through ATRIP and TIGER projects for the six traffic signals at Fern, Azalea, Michigan, Pride Drive, Tanger Mall and CR 20; and
$100,000 additional cash contribution towards construction (20%).
NOW THEREFORE BE IT RESOLVED that the City Council of the City of Foley, Alabama, as follows:
SECTION 1: Approves submitting a formal proposal to ALDOT for Foley contributing at total of $651,000 to the responsive and/or adaptive traffic signals on U.S. Higway 59 from the Foley Beach Express to County Road 10.
SECTION 2: This Resolution shall become effective immediately upon its adoption as required by law.
