WHEREAS, due to signs of storm drainage failure at the Foley Municipal Airport, Volkert, Inc. conducted a drainage study (Supplemental Agreement #13) that was approved by Resolution No. 14-0347-RES, and,
WHEREAS, results of this investigation have been categorized as "Critical", "Needs Improvement", or "Satisfactory" and structures described as "Critical" are in need of immediate repair and/or replacement while those described as "Needs Improvement" are in need of repair, but are not at risk of ultimate failure or causing a safety hazard to airfield operations, and,
WHEREAS, the approximate cost for Volkert's engineering fees plus the cost to repair or replace critical structures total $428,460 and the approximate cost for engineering and repair or replacement of structures that need improvement total $24,120, for a total of $452,580 and,
WHEREAS, the planned Federal participation rate is 90% but the maximum amount the U.S. Department of Transportation Federal Aviation Administration expects to fund for this project this year is $160,705 and
WHEREAS, expenditures above the City's 10% share could be reimbursable from future FAA grants.
    
NOW THEREFORE BE IT RESOLVED that the City Council of the City of Foley, Alabama, as follows:
SECTION 1:      Approves proceeding with the complete project for $452,580 plus $9,052 (2% contigency) for up to $461,632 that is eligible for 90% FAA fund of $415,469.
SECTION 2:      Approves use of this years FAA appropriation of $160,705 and earmarks future year appropriations to satisfy the $254,764 grant eligible balance.  
SECTION 3:      Appropriates $160,705 to Revenue account 12-5827 and up to $461,632 Airport Drainage Improvement project account 12-665-7359 R25 VLKSA.
SECTION 4:      This Resolution shall become effective immediately upon its adoption as required by law.
