WHEREAS, the Senior Citizen Advisory Board was formed October 1, 1979 under Resolution 10-1-79 and further defined under Resolution No. 2779-06 on June 5, 2006; and
WHEREAS, there is a need to clarify the scope of the Senior Citizen Advisory Board.
NOW THEREFORE BE IT RESOLVED that the City Council of the City of Foley, Alabama, defines the scope of the Board as follows:
SECTION 1: Advisory Board Defined: An Advisory Board is a board appointed to advise the Mayor and Council in the area of its specialty; that being to make recommendations and assist in governing the operation of the Foley Senior Citizen facility.
SECTION 2: Board Membership: The board shall consist of seven (7) members. The members of the board shall serve, without compensation, for three year terms, upon which time the member can be reappointed or re-selection can be done at the pleasure of the City Council. The Board must elect its own chairperson and secretary; the chairperson must be confirmed by the City Council. The Director of Senior Services shall also serve as a non-voting member of this Board.
SECTION 3: Qualifications: Members of the Senior Citizen Advisory Board shall be members in good standing of the Foley Senior Center and shall reside, work or own property within the City of Foley. Furthermore they shall have demonstrated an interest in, or concern for the welfare of the Senior Citizens in the City of Foley and the surrounding area.
SECTION 4: Meetings: Generally, meetings shall be held annually on the last Tuesday of April immediately following the Senior Center Pot Luck Luncheons at the Foley Senior Center. Robert Rules of Order will be followed in all meetings. Five (5) of the seven (7) members must be present for a quorum. The Board has the option to re-schedule its quarterly meeting if necessary to obtain a quorum. These meetings are open to the public and notices shall be posted at least seven (7) days prior to the meeting at City Hall, the Public Library, Community Development, the CVB, on the City's Website and on the "Open Meetings List". Additionally, the notices will be included in the Senior Center Newsletter/Calendar of Events. The Chairman may call a special meeting when necessary. Executive Sessions may be held to discuss the general reputation and character, physical condition, professional competence or mental health of individuals who are members of the Foley Senior Center.
SECTION 5: Duties:
1.) Act in an advisory capacity in matters relating and pertaining to the daily operations of the Foley Senior Center or any additional SEnior Citizens facilities which may hereafter be acquired by the City;
2.) Act in an advisory capacity to contribute and execute activities to promote the welfare of Senior Citizens in the City of Foley and the surrounding area.
3.) Act in an advisory capacity to the Director of Senior Services and actively participate in approving and implementing new or revised Senior Citizens activities and events.
4.) The Board shall advise the City Council, Mayor, City Administrator or and the Director of Senior Services of any adverse actions or activities of any member of the Foley Senior Citizen Center and make recommendations of corrective actions to be taken.
SECTION 6: This scope is made a permanent part of this resolution upon adoption and shall become effective immediately upon its adoption as required by law.
