Councilman Wayne Trawick called the meeting to order at 4:03 p.m. Council members present: Ralph Hellmich, Charlie Ebert, and Vera Quaites. Absent: Councilman Rick Blackwell. 13-0378 An Ordinance to Authorize a Policy and Procedures for Compliance of Tax Exempt Bonds with the Internal Revenue Code.
Ordinance was retained on the Council meeting agenda for a suspension of the rules.
13-0382 A Resolution authorizing financing documents by the City of Foley, Alabama with respect to $2,920,000 Federally taxable lease purchase certificates of participation, series 2012 (qualified energy conservation bonds - direct pay) which evidence the proportionate interests of the owners thereof in lease payments to be made by the City of Foley, Alabama pursuant to a lease agreement with respect to energy conservation equipment.
Resolution was tabled until the second Council meeting in January after which time the bond will have hit the market.
13-0362 Second Reading of An Ordinance Approving Petition for Annexation by Curtis an Pamela Rogers.

13-0360 Set a public hearing to consider recommendation from Planning Commission to rezone property located between Cedar Street & Oak Street.

13-0358 Request Permission to go to Bid on Five Vehicles for $139,000 for Foley Police Department.
Deputy Chief Randy Bishop requested that the PD also be allowed to purchase the emergency equipment for the vehicles which had previously been bid. This cost is included in the $139,000. Resolution was retained on the Council meeting agenda.
13-0374 Vosloh Land Donation for Fire Station.
Mike Thompson reported there would be approximately $7,500 in closing costs that the City would need to pay. Fire Chief Joey Darby publicly thanked Mr. David Vosloh for the land donation. Resolution was retained on the Council meeting agenda.
13-0379 Discuss proposed changes to the rental procedures for the Auditorium and the Council Chambers.
Pam Harris provided an overview of the proposed changes to the rental procedures. She researched ten other facilities in the process of developing the proposed changes for Foley's facilities. The new rental fee for the Chamber will be a $50.00 base fee for the first three hours and then $25.00 each additional hour. For the auditorium, non-profits will be able to rent the facility for ½ price and no charge for the kitchen. However, this reduced rate will be limited to one time a year. The Council requested to also add to the rental contract a clause that the City reserves the right to require proof of insurance dependent upon the nature and size of the event. The new fees will go into effect February 1, 2013 and the Municipal Complex will notify by letter all regular and pending customers. Resolution was retained on the Council meeting agenda.
13-0383 Approve Billboard contract with Lamar Advertising.

13-0384 Resolution to appropriate capital funding for new awning in the amount of $958.48.

13-0391 Resolution to transfer funds in the amount of $930.50 for Monarch reporting software for the Finance Division.

MAYOR'S COMMENTS
There were no mayoral comments.
VISITOR'S COMMENTS
David Vosloh reported that the Mobile Symphony Youth Orchestra, held recently at the Foley Civic Center, had an amazing turnout! He said they were extremely impressed with Foley and the turn out of the community for the event.
