Summary

This resolution authorizes a budget amendment to fund professional services necessary to complete the remaining due diligence and studies required for the SEEDS industrial site to achieve Alabama Advantage Site designation. This designation identifies industrial properties across the state that have completed all preliminary assessments and are considered “shovel-ready” for development. Completion of these services will enhance the marketability of the site and position it to better attract industrial prospects and economic investment.

Body

 

WHEREAS, the City of Foley is committed to promoting economic development and industrial growth within the community; and

 

WHEREAS, the City has acquired approximately 120 acres located at the intersection of Foley Beach Express and Baldwin Beach Express for the development of the North Foley Industrial Park through the SEEDS grant program; and

 

WHEREAS, the City desires to obtain designation of this property as an “Alabama Advantage Site,” a designation which identifies industrial properties that have completed all necessary preliminary due diligence and are well-positioned for industrial recruitment and development; and

 

WHEREAS, achieving Alabama Advantage Site designation requires completion of environmental studies, cultural resource assessments, federal agency coordination, and master planning services; and

 

WHEREAS, Goodwyn Mills Cawood, LLC has submitted a proposal to provide the necessary professional services, including environmental delineation, cultural resource assessments, U.S. Fish and Wildlife Service coordination, and land planning services to support Advantage Site certification; and

 

WHEREAS, the total projected cost for these professional services is Sixty Thousand Seven Hundred Eighty-Eight Dollars ($60,788), and said project was not included in the current fiscal year budget; and

 

WHEREAS, the Economic Development Department has determined that completion of these services is necessary to position the site for industrial recruitment, enhance marketability, and support future grant opportunities, including eligibility for Growing Alabama Tax Credits; and

 

WHEREAS, it is in the best interest of the City of Foley to amend the budget and appropriate funds to complete the required studies and planning necessary to achieve Advantage Site designation;

 

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FOLEY, ALABAMA, AS FOLLOWS:

 

SECTION 1: The City Council hereby approves a budget amendment to appropriate funds in the amount of Sixty Thousand Seven Hundred Eighty-Eight Dollars ($60,788) for the SEEDS Site - Advantage Site Services project.

 

SECTION 2: Said funds shall be appropriated to the following account #100-6010-6021 in the amount of Sixty Thousand Seven Hundred Eighty-Eight Dollars ($60,788).

 

SECTION 3: The Mayor is hereby authorized to execute any and all documents necessary to engage professional services with Goodwyn Mills Cawood, LLC for the completion of required studies and planning activities associated with Advantage Site designation.

 

SECTION 4: This project will complete the remaining due diligence necessary to qualify the North Foley Industrial Park as an Alabama Advantage Site, thereby enhancing the City's ability to attract industrial prospects and economic investment.

 

SECTION 5: This Resolution shall become effective immediately upon its adoption.
