Request to Approve the Full Application and Memorialize the Pre-Application for National Fish and Wildlife Foundation - Alabama Gulf Environmental Benefit Fund 2021, Bon Secour Water Quality Improvement Project Phase II
Summary
Phase I for the NFWF AL Gulf Environmental Benefit Fund full grant proposal for the Bon Secour River Water Quality Improvement Project was approved and accepted on RES19-1089. The project is at the south terminus of Barner Road, off of Co. Rd. 26. Phase I of the project is almost complete. We would like to memorialize the pre-proposal for Phase II for construction of the project, monitoring and adaptive management that has already been submitted and request permission to submit the full application as requested by NFWF. This would occur in FY21 & FY 22. Phase II grant request is for $5,100,000. The grant proposal is for complete funding of the project. The major goal is to improve water quality in the Bon Secour River by intercepting high storm water flows and providing water quality treatment prior to re-entering the system. Volkert, Inc. would be a sub-contractor on the grant for design and permitting assistance.

WHEREAS, the City of Foley supported the creation and adoption of the Bon Secour Watershed Management Plan, and
WHEREAS, the Bon Secour Watershed Management Plan identified the Bon Secour Water Quality Improvement Project as a long term management measure to address pollutant concerns in the watershed from urbanized runoff, and
WHEREAS, the National Fish and Wildlife Foundation - Alabama Gulf Environmental Benefit Fund requested a pre-project proposal for the Bon Secour Water Quality Improvement Project Phase II which is construction of the project, monitoring and adaptive management and federal and state permitting with a proposed budget of $5,100,000 with no match required, and
WHEREAS, now the National Fish and Wildlife Foundation - Alabama Gulf Environmental Benefit Fund has requested a full project proposal to be submitted no later than June 15th.
NOW THEREFORE BE IT RESOLVED that the City Council of the City of Foley, Alabama, as follows:
SECTION 1: Memorializes the pre-application that was submitted for the National Fish and Wildlife Foundation - Alabama Gulf Environmental Benefit Fund for the Bon Secour Water Quality Improvement Project.
SECTION 2: Approves the full application for the National Fish and Wildlife Foundation - Alabama Gulf Environmental Benefit Fund for the Bon Secour Water Quality Improvement Project Phase II in the amount of $5,100,000 to be submitted.
SECTION 3: This Resolution shall become effective immediately upon its adoption as required by law.
