Memorialize the application to NFWF AL Gulf Environmental Benefit Fund full grant proposal for the acquisition of the property, environmental site assessment, engineering design and construction specifications, and permitting for the construction of the Bon Secour River Water Quality Improvement Project. The project is at the south terminus of Barner Road, off of Co. Rd. 26. Phase I of the project would occur during FY19 through FY20. Phase II (construction of the project, monitoring and adaptive management) would occur (if funded by NFWF) FY21 and FY22. Phase I grant request is for $1,515,969.92. The grant proposal is for complete funding of the project. The major goal is to improve water quality in the Bon Secour River by intercepting high stormwater flows and providing water quality treatment prior to re-entering the system. Volkert, Inc. would be a sub-contractor on the grant for design and permitting assistance.

     WHEREAS, the City of Foley supported the creation and adoption of the Bon Secour Watershed Management Plan, and

     WHEREAS, the Bon Secour Watershed Management Plan identified the Bon Secour Water Quality Improvement Project as a long term management measure to address pollutant concerns in the watershed from urbanized runoff, and

     WHEREAS, the National Fish and Wildlife Foundation - Alabama Gulf Environmental Benefit Fund requested a full project proposal for the Bon Secour Water Quality Improvement Project Phase I which is property acquisition, environmental site assessment, engineering design and specifications and federal and state permitting with a proposed budget of $1,515,969.92 with no match required.

     NOW THEREFORE BE IT RESOLVED that the City Council of the City of Foley, Alabama, as follows:

     SECTION 1:     Memorialize the application for the National Fish and Wildlife Foundation - Alabama Gulf Environmental Benefit Fund for the Bon Secour Water Quality Improvement Project Phase I in the amount of $1,515,969.92.

     SECTION 2:     This Resolution shall become effective immediately upon its adoption as required by law.
