Title

A Resolution Amending The Pay Classification Plan For Position Reclassifications In Multiple Departments

 

Summary

During FY 2027 budget discussions, positions within Public Safety, the Police Department, Building Department, Planning & Zoning Department, General Government, and Senior Services were identified for job analysis review and/or potential reclassification. Numerous positions were reviewed by Human Resources, with job analyses conducted for positions being considered for reclassification or placement at a new classification within the City's pay plan. The analyses evaluated the duties, responsibilities, scope, and organizational requirements of each position, along with applicable internal and external market factors.

 

Based on the results of these reviews, Human Resources is recommending amendments to the Pay Plan as outlined in the attached document to appropriately classify and assign grades to the affected positions. These are budget neutral actions at this time and Human Resources will monitor the personnel budgets and make adjustments if needed later in the fiscal year.

Body

 

WHEREAS, during the FY 2027 budget process, positions within Public Safety, the Police Department, Building Department, Planning & Zoning Department, General Government, and Senior Services were identified for review to determine whether the duties, responsibilities, and organizational requirements of the positions warranted reclassification or placement at a different grade within the City's Pay Classification Plan; and

  

WHEREAS, Human Resources conducted job analyses of the identified positions and, based upon the results of those analyses has recommended amendments to the City's Pay Classification Plan to appropriately classify and grade the affected positions.

  

NOW THEREFORE BE IT RESOLVED that the City Council of the City of Foley, Alabama, as follows:

  

SECTION 1:  Authorizes an amendment to the Pay Classification Plan in the Public Safety Department to reclassify the position of Administrative Assistant II  (Job Code 2000102 / Grade 70) to the new position Public Safety Administrative Services Manager (Job Code 2000103 / Grade 140). The FLSA classification for this new position is Exempt (salaried).   

  

SECTION 2:  Authorizes an amendment to the Pay Classification Plan in the Police and Public Safety Departments to reclassify one (1) slot of  Corrections Officer (Job Code 2010153 / Grade 100) to the new position of Kennel Technician (Job Code 2000104 / Grade 60) and transfers it to the Public Safety Department.

  

SECTION 3:  Authorizes an amendment to the Pay Classification Plan in the Police and Public Safety Departments to transfer the position of Animal Control Coordinator  (Job Code 2010179 / Grade 110) from the Police Department to the Pubic Safety Department (Job Code 2000105 / Grade 110).   

  

SECTION 4:  Authorizes an amendment to the Pay Classification Plan in the Police Department to reclassify one (1) slot of  Corrections Officer (Job Code 2010153 / Grade100) to an additional slot in the position of Criminal Intelligence Specialist (Job Code 2010149 / Grade 110).

  

SECTION 5:  Authorizes an amendment to the Pay Classification Plan in the Police Department to reclassify one (1) slot of  Corrections Officer (Job Code 2010153 / Grade 100) to the new position of Support Services Technician II (Job Code 2010181 / Grade 90).

  

SECTION 6:  Authorizes an amendment to the Pay Classification Plan in the Police Department to amend the title of Support Services Technician to Support Services Technician I (Job Code 2010150 / Grade 60) to establish the tiered structure.   

  

SECTION 7:  Authorizes an amendment to the Pay Classification Plan in the Police Department to reclassify the position of  Police Communications & Social Media Specialist (Job Code 2010165 / Grade 100) to the new position of Police Public Information Officer (Job Code 2010182 / Grade 140). The FLSA classification for this new position is Exempt (salaried).

  

SECTION 8:  Authorizes an amendment to the Pay Classification Plan in the Police Department to reclassify the position of  Administrative Staff Supervisor (Job Code 2010158 / Grade 140) to the position Police Administrative Support Manager (Job Code 2010183 / Grade 160).

  

SECTION 9:  Authorizes an amendment to the Pay Classification Plan in the Police Department to reclassify one (1) slot of  Police Lieutenant (Job Code 2010175 / Grade 220) to the new position of Police Recruitment Sergeant (Job Code 2010184 / Grade 200).

  

SECTION 10:  Authorizes an amendment to the Pay Classification Plan in the Police Department to reclassify one (1) slot of Communications Officer (Job Code 2010152/ Grade 90) to an additional slot in the position of Communications/Shift Leader (Job Code 2010154 / Grade 110).   

  

SECTION 11:  Authorizes an amendment to the Pay Classification Plan in the Police Department to reclassify one (1) slot of Records Clerk (Job Code 2010148/ Grade 60) to an additional slot in the position of Administrative Assistant II (Job Code 2010103 / Grade 70). This also eliminates the position of Administrative Assistant II (Job Code 2010104 / Grade 70) and authorizes an additional slot in the position of Administrative Assistant II  (Job Code 2010103 / Grade 70) resulting in three (3) slots for the Administrative Assistant II  (Job Code 2010103 / Grade 70).

  

SECTION 12:  Authorizes an amendment to the Pay Classification Plan in General Government to reclassify the position of Benefits Specialist (Job Code 1010109/ Grade 130) to the new position of Deputy Human Resources Director (Job Code 1010159 / Grade 220).

  

SECTION 13:  Authorizes an amendment to the Pay Classification Plan in the Building Department to reclassify the position of  Administrative Assistant I  (Job Code 2050101/ Grade 60) to an additional slot in to the position of Permit Technician (Job Code 2050102 / Grade 90).   

  

SECTION 14:  Authorizes an amendment to the Pay Classification Plan in the Planning & Zoning Department to reclassify the position of Planning & Zoning Assistant (Job Code 2060101 / Grade 80) to the new position of Planning Technician (Job Code 2060106 / Grade 100).

  

SECTION 15:  Authorizes an amendment to the Pay Classification Plan in Senior Services by amending the title of one (1) slot in the position of Administrative Assistant II (Job Code 5070108 / Grade 70) to Membership Support (Job Code 5070109).

  

SECTION 16:  This Resolution shall become effective immediately upon its adoption as required by law.
