WHEREAS, the novel Corona Virus of 2019, COVID19, has affected the health and well-being of people around the world, and
WHEREAS, the spread of the virus in late winter and early spring in the United States caused the Federal Government and many Governors to implement social distancing and Stay at Home orders for all non-essential workers for an extended period of time, and
WHEREAS, those Stay at Home Orders affected businesses and the employment of millions of Americans, including many people who live in Baldwin County and Foley, Alabama, and
WHEREAS, such orders are currently affecting the tourism industry, an industry that our community heavily replies upon, and
WHEREAS, business closures and lost jobs are currently negatively affecting the revenue streams of the city, and regardless of the timing of any future lifting of Stay at Home orders by the Governor, are expected to continue to negatively affect the revenue streams of the city to some degree for the foreseeable future.
NOW THEREFORE BE IT RESOLVED that the City Council of the City of Foley, Alabama, as follows:
SECTION 1: Directors are to engage in the active reduction of operational expenses, including but not limited to the elimination of non-essential travel and training, overtime, supplies, and other expenses not required to perform the essential functions of the City.
SECTION 2: Capital Equipment purchases not already approved are hereby frozen. If a Director feels a Capital Equipment purchase is detrimental to operations, the Director will follow the current procedure of bringing their request before Council at a regularly scheduled meeting for consideration.
SECTION 3: Capital Projects not currently under construction and not funded by a grant or other funding source are hereby frozen. If a Director feels a Capital Project is detrimental to the health or safety of the public or to the preservation of an asset, the Director will follow the current procedure of bringing their request before Council at a regularly scheduled meeting for consideration.
SECTION 4: The addition of new personnel positions and replacement hiring is hereby frozen with the exception of seven (7) budgeted replacement positions currently in process and/or interviewing and one (1) budgeted new position not currently filled, as follows:
• Replacement positions: two (2) Corrections Officers and two (2) Patrol Officers in the Police Department; One (1) Temporary Part-Time Building Inspector in the Community Development Department; One (1) Environmental Inspector in the Environmental Department; and One (1) Assistant HR Director in the General Government Department.
• New Positions: one (1) Sweeper Truck Driver Operator for the Street Department.
Replacement hiring and additions beyond these positions must be approved by City Council until further notice.
SECTION 5: This Resolution shall become effective immediately upon its adoption as required by law.
