DESCRIPTION OF TOPIC: (who, what, when, where, why, and how much)

Residents of the Aaronville community have requested that the Aaronville pool be repaired instead of seeking a grant opportunity for a new splash pad.  We have begun the process of identifying the repairs that are required.

We have cut out one of the two expansion joints and started working on the second.  The entire joint was removed and we found another hose (see attached picture) as part of the joint in the shallow end.  The repair to the first joint will be a border tile with an under water mastic and cost $4,500.

The second joint that was installed in the deep end is poured concrete.  This expands and contracts and is definitely one of the culprits for our leak.  Due to the concrete joint, it is taking us longer to remove.   The bad news is that what we have removed shows that it is washed out underneath the joint.  The cost for cutting out the concrete and provide the tile and mastic (without EMSEAL below) is $5,000.

We have contacted a company - <http://www.emseal.com/Products/Architectural/Immersed/ImmersedProductGuide.htm> for a permanent fix to the existing concrete expansion joint.  The cost for this repair is approximately $10,500.  Additionally, there seems to be some wash out from the joint and it may require backfill once we have removed the joint.

We have also begun cutting out the tile line around the top of the pool and found that there are issues with the bonding there as well.  The repair will provide a new frost-proof water line tile including depth markers to meet state code.  At some point, the pool has actually floated to cause the uneven tile lines.  The cost for this repair is $4,600. 

The approach I recommend is repairing the pool to hold water and then address the replastering at a later date.  I recommend appropriating $25,000 to the maintenance account 01-622-4030 for the initial repairs.   By closing Aaronville pool for the Summer, we can transfer $15,000 from part-time salary account 01-622-1015 to maintenance account 01-622-4030 to help off-set the costs of repairs.

Finally, the current estimate for total replaster of the pool is $55,000 and could potentially be bid next year.

WHEREAS, the Aaronville Community has requested that Aaronville Swimming Pool not be replaced with a splash pad that was included in the Captial Plan for $25,000

WHEREAS, the whole Swimming Pool is in need of repair to stop water loss and correct other issues,

WHEREAS, funding is needed to repair major leaks and address other issues with the pool.

NOW THEREFORE BE IT RESOLVED that the City Council of the City of Foley, Alabama, as follows:

SECTION 1:                     Amends account 01-622-4030 by increasing it $25,000 and reduces account 01-622-1015 by $15,000.

SECTION 2:                     This Resolution shall become effective immediately upon its adoption as required by law.
