Council President Wayne Trawick called the meeting to order at 4:05 p.m. Council members present: Vera and Rick Blackwell. Absent: Ralph Hellmich and Charlie Ebert. Also present: City Administrator Mike Thompson, Vickey Southern, Donna Poole, Sandra Pate, David Thompson, Butch Stokes, LaDonna Hinsley, Jessica Middleton, Jeff Rouzie, Steven Smith, Joe Bouzan, Joey Darby, David Wilson, David Vosloh, and press representatives Cathy Higgins and Marc Anderson.

13-0446 Consider purchase of iPads for use with Legistar
Jessica Middleton reported that the iPads have an application that will allow Council members to make notes on the agenda. The current Lenovo tablets that were purchased for Council will not allow this. She noted that the Lenovo tablets would be repurposed to other city staff. The iPad application is being tested and Jessica will not purchase the iPads until it has been determined that the app will work successfully. Resolution was retained on the Council meeting agenda.

ADD-ON'S
13-0454 Accepts Proposal from Watkins Acy Strunk Designs, Inc. for design services for the Foley Farmers Market not to exceed $18,000
Mike Thomson noted that this expense would be coming out of the grant funds. The plan for the market is to start with the existing building on the north side of Wolf Bay Lodge and maybe add one more building. Over time, others will want to co-exist and the market will build out. There will be a need for a Marketing Manager for the Farmers Market and Mike noted that the position should be a City position. The City will need to eat the cost of the position during the first year. Resolution was retained on the Council meeting agenda.

13-0458 Resolution declaring the annexation of Delaney and Springdale properties by Legislative Annexation is for the public health and good

MAYOR'S COMMENTS
Mayor Koniar reminded everyone that Arbor Day is coming up on Saturday, February 23rd at 10:00 a.m.
VISITOR'S COMMENTS
Fire Chief Joey Darby reported they had received good news from the ISO rating agency and that the City will retain the current Class 3 rating. This is good news for property owners.
