This resolution amends the Pay Classification Plan within the departments operating under Infrastructure and Development (I&D) to align position classifications, responsibilities, and organizational structure with the City’s continued growth, increased infrastructure demands, and expanded capital programming.
1. Engineering Construction Management Alignment
To strengthen oversight of capital projects and development-related infrastructure, the Public Works Construction Manager position will be transferred to the Engineering Department., will be retitled Construction Project Manager and remain classified as Grade 200 (exempt), with responsibilities including construction administration, contractor coordination, and project oversight. Associated funding will transfer to Engineering, and the Public Works/Street classification will be eliminated.
2. The Deputy Construction Project Manager position will also be reassigned from I&D to Engineering and placed under the supervision of the Construction Project Manager. These changes improve coordination between Engineering and Public Works while maintaining existing staffing structures, field operations, and facility locations. Associated funding will transfer to Engineering.
3. Engineering Office Manager Reclassification
Due to significant growth in departmental responsibilities, the Office Manager position has evolved into a multi-departmental administrative role supporting both Engineering and I&D functions. Responsibilities now include contract coordination, risk evaluation, project support, and interdepartmental liaison functions. To align the position with its current scope, it is recommended that the position be reclassified to Engineering/Infrastructure and Development Administrator and adjusted from Grade 110 (non-exempt) to Grade 160 (exempt). This action is budget neutral for this fiscal year due to existing personnel funding after staff realignment.
These amendments can be implemented without an increase to this fiscal year's budget. Transfers are required between departments as documented on the attached Transfer Budgeted Funds Between Departments.

WHEREAS, the City has experienced significant population growth, infrastructure expansion, and increased capital improvement project activity requiring enhanced organizational capacity, and
WHEREAS, the Engineering Department is responsible for managing an increasing volume of public infrastructure projects and private development-related improvements requiring expanded construction management oversight, and
WHEREAS, transferring the Public Works Construction Manager and Deputy Construction Project Manager positions to Engineering is recommended to ensure efficient project delivery and consistent technical oversight, and
WHEREAS, the Engineering Office Manager position has evolved beyond traditional clerical/administrative duties into a multi-departmental administrative role supporting Engineering and Infrastructure and Development functions, including contract coordination, risk evaluation, interdepartmental liaison, and project support and these expanded duties meet the criteria for exempt status under the Fair Labor Standards Act and justify a reclassification and pay grade adjustment.
WHEREAS, these adjustments can be implemented without immediate fiscal impact through existing personnel funding and internal budget transfers.
NOW THEREFORE BE IT RESOLVED that the City Council of the City of Foley, Alabama, as follows:
SECTION 1: Amends the Pay Classification Plan in Street Department by eliminating the position of Public Works Construction Manager (Job Code 3010134 / Grade 200) and transfers funding as documented on the attached form.
SECTION 2: Amends the Pay Classification Plan in the Infrastructure and Development Department by eliminating the position of Deputy Construction Projects Manager (Job Code 3000104 / Grade 170) and transfers funding as documented on the attached form.
SECTION3: Amends the Pay Classification Plan in the Engineering Department by reauthorizing the position of Construction Project Manager (Job Code 3020106 / Grade 200), reauthorizing the position of Deputy Construction Project Manager (Job Code 3010108 / Grade 170), and reclassifying the position of Office Manager (Job Code 3020105 / Grade 110 non-exempt) to Engineering/Infrastructure & Development Administrator (Job Code 3020109 / Grade 160 exempt) and transfers funding as documented on the attached form.
SECTION 4: This Resolution shall become effective immediately upon its adoption as required by law.
