Summary
Council President Wayne Trawick called the meeting to order at 4:00 p.m. Council members present: Charlie Ebert, Vera Quaites and Rick Blackwell. Absent: Ralph Hellmich. Also present: City Administrator Mike Thompson, Vickey Southern, Donna Poole, Sandra Pate, Joey Darby, David Wilson, Steven Smith, Butch Stokes, Jeff Rouzie, LaDonna Hinesley, Leslie Gahagan, Heyward Hosch, Terry Hogan, David Vosloh, Jay Dickson, and press representatives Cathy Higgins and Marc Anderson.
13-0423 Street and Sign Inventory Presentation.
Mr. Jay Dickson of Volkert Engineering presented a written report to the Council for City of Foley Street Evaluation Assessment and Recommendations. The report covers paved streets only and contains a total of 145 miles. Included in the report is a priority list of recommended street repairs. The priority list contains 13.20 miles at a cost of $1,947,000. Adding a bike lane would add an additional cost of $764,152. Volkert also performed a sign inventory and Mr. Dickson commented that the City's signs all appear to be in good shape. The primary goal of the project was to obtain a good starting point for the inventory system and all of the inventory data is now in a GIS system. Foley's Engineering Department will be trained on how to maintain the inventory so it remains a living document.

Mr. Terry Hogan of Joe Jolly & Company, noted that the City was able to obtain an outstanding interest rate of 1.3% on the bond. Resolution was retained on the Council meeting agenda.

MAYOR'S COMMENTS
Mayor Koniar announced that Daphne Mayor Bailey Yelding passed away this morning. He asked everyone to remember the family in their thoughts and prayers.
VISITOR'S COMMENTS
City Administrator Mike Thompson informed the Council members that if they could come an hour early next Work Session, they could receive some training on their new tablet computers.
Council member Vera Quaites expressed appreciation for the City hosting the Martin Luther King event. She reported it was a great turnout and thanked everyone for their participation.
Fire Chief Joey Darby reported he spoke with the ISO rating agency and they had positive comments and the rating packet should be out sometime next Monday.
