WHEREAS, the City of Foley has determined that the creation of a Graham Creek Nature Preserve Advisory Board will assist City staff in future decisions on improvements, events and programs.
NOW THEREFORE BE IT RESOLVED that the City Council of the City of Foley, Alabama, as follows:
SECTION 1: Advisory Board Defined: An Advisory Board is a board appointed to advise the Mayor and Council in the area of its specialty.
SECTION 2: Board Membership: The board shall consist of seven (7) members. The members of the board shall serve for three-year terms at the pleasure of the City Council without compensation. The Board must elect its own chairperson and vice-chairperson in January of every year and will not be permitted to serve over three consecutive years. Committee appointments must be made in May of each year for the following fiscal year.
SECTION 3: Qualifications: Members of the Graham Creek Nature Preserve Advisory Board shall reflect knowledge in ecology, biology, habitat management, recreation related to nature parks, environmental education, and/or nature parks. There shall be one member from each Council district selected for a total of five (5). The Mayor shall select two (2) members at large for a total membership of seven (7). The at large members shall reside, work or own property within the City of Foley. The Council shall have one Council Member as an advisory representative between the Board and Council and shall not be included in the seven member count. The first year will be the Council Member from District 1, and each year following the Council representative shall rotate to each of the districts in consecutive order.
SECTION 4: Meetings: Generally, meetings shall commence on the first Thursday of each month with the exception of December at City Hall, 407 East Laurel Avenue, in the Conference Room. Roberts Rules of Order will be followed in all meetings. Four of the seven members must be present for a quorum. The Board has the option to reschedule its monthly meeting if necessary to obtain a quorum. Meetings notices shall be posted at least seven days prior to the meeting at City Hall, the Public Library, Community Development, the CVB and on the City's website.
SECTION 5: Attendance Requirements: A member must be present for 75 percent of the meetings in a 12-month period or the chair may declare the member's office vacant.
SECTION 6: Duties:
1) Act in an advisory capacity regarding the direction of Foley's Graham Creek Nature Preserve.
2) Act in an advisory capacity with consultants in the development of updates for the Graham Creek Nature Preserve Master Plan.
3) Act in an advisory capacity to Graham Creek Nature Preserve staff on future improvements, beautification projects, recreational amenities, and habitat management programs.
4) Act in an adivsory capacity for educational progam changes, signage, publications and marketing efforts for Graham Creek Nature Preserve.
5) Act in an advisory capacity for permits for public events held at Graham Creek Nature Preserve and offer recommendation of approval or denial of said permits to City Council.
SECTION 7: This Resolution shall become effective immediately upon its adoption as required by law.
