Councilman Wayne Trawick called the meeting to order at 3:57 p.m. Council members present: Ralph Hellmich, Rick Blackwell, Charlie Ebert, and Vera Quaites. Also present: Mayor John Koniar, City Administrator Mike Thompson, Donna Poole, Sandra Pate, Joey Darby, David Wilson, Randy Bishop, Suzanne, Kellams, Randy Kurtts, LaDonna Hinesley, Steven Smith, Miriam Boutwell, Dan Hellmich, David Thompson, John Kahl, Emmanuel Seals, Daniel Hudson, Chris Dilks, Terry Burkle, Denise D'Oliveira, David Vosloh, and press representative Cathy Higgins.

13-0345 Work Session Meeting Minutes of November 19, 2012.
Council President Wayne Trawick noted a correction to the November 19, 2012 Work Session minutes. The minutes reflected that item #12-0128 was removed from the Council meeting agenda. The item was actually retained on the Council meeting agenda.

13-0348 Appointment of Alternate City Clerk
Ordinance was retained on the Council meeting agenda for a suspension of the rules.

13-0338 South Baldwin Chamber Foundation funding
Ms. Terry Burkle introduced Ms. Denise D'Oliveira with SEEDS (Daphne's education foundation). She complimented the South Baldwin Chamber Foundation and the good job they are doing at the Foley schools. She noted that education is the single most important part of economic development and the foundation has done outstanding work to bring Foley to the top in quality and substantive results. This item was removed from the Council meeting agenda because it required no formal action since the funds for the foundation have already been budgeted.
13-0337 Resolution approving purchase of one tire changer for the Maintenance Department.

13-0333 EZ Child ID fingerprint equipment in the amount of $,4999
Resolution was retained on the Council meeting agenda.
13-0334 Requesting funding to purchase a mass storage device for the In Car Video System. This system will allow up to 12 months of storage and will also provide a secondary backup should the main drive go down. We are currently using external hard drives and have had a few to go bad which meant we lost all the data. This system will ensure we will not be as susceptible to this kind of mishap in the future.

13-0340 Ordinance approving Petition for Annexation

13-0341 Acceptance of the Gulf Tourism and Seafood Promotional Fund award letter
The city has one year to spend the funds. The proposed site location is the old Wilson Pecan location on County Road 20. Council Ebert requested that the city look at locations in the downtown area. Mike Thompson noted that the application had to be completed within a matter of a couple of days so that site was selected in order to get the grant in on time. There was a site location map included in the grant application .However, the city can most likely submit a change to location with no problem. It is recommended that the city not choose a site that has a fixed foot print because the Farmer's Market will need room to expand over time. The next step is to bring the design concept to the Council and at that time a change to location can be considered. Resolution was retained on the Council meeting agenda.
13-0342 Appropriate funds to purchase benches, trash receptacles and bike racks for Streetscape Phase IV
Mike Thompson provided the Council an update on the phases of the Streetscape project. So far, three phases have been completed, with the fourth phase currently in progress. So far, the project has a savings of approximately $108,000 over what was allocated to the project. Resolution was retained on the Council meeting agenda.
13-0343 Declaring folding chairs From Senior Center as surplus and authorizing their disposal by best possible means

13-0344 Accept bid for one full size, half ton 4x2 pickup for the Parks Department.

13-0346 Accept bid for one (1) four-wheel drive, extended cab pickup for the Fire Department and approves vehicle equipment purchases.

13-0347 City of Foley ad in South Baldwin Chamber Area Guide
This item was removed from the Council meeting agenda because it required no formal action.
13-0350 Resignation and Appointment to Revitalization and Beautification Advisory Board
Resolution was retained on the Council meeting agenda.
13-0352 Resolution to approve staff coverage due to critical need in City Clerk Office
Resolution was retained on the Council meeting agenda.

13-0354 Survey of Pen Air Property
Mike Thompson will look into getting the closing done prior to the end of the year. Resolution was retained on the Council meeting agenda.
13-0355 Fencing for Skate Park
David Thompson reported they are putting the fence three foot off the concrete all the way around the park to make room for a push mower. Councilman Ebert requested that the west side not have a full three feet due to the limited space on that side of the park. David announced the Ribbon Cutting will be at 4:00 p.m. on Tuesday, December 11, 2012. Resolution was retained on the Council meeting agenda.
13-0356 Memorialize Boone Signs' Invoice
Resolution was retained on the Council meeting agenda.
Comments:
Councilman Ebert requested to contact ALDOT to see if they could move the "Do Not Block Intersection", at Hwy 98 and Alston, up to the light bar. He commented drivers are not seeing the sign in its current location.
Mr. David Vosloh reported there are two great concerts at the Foley Civic Center coming up. One is the Baldwin Pops Orchestra who is performing tonight. The other is the Mobile Sympathy Youth Concert on December 10th at 7:00 p.m.
Fire Chief Darby reported that things are coming along well with the proposed Fire Station.
