WHEREAS, the Streetscape project team has recommended a Friends of the Dog Park should be created to serve as an advisory board and to raise funds for various amenities for the future dog park.
NOW THEREFORE BE IT RESOLVED that the City Council of the City of Foley, Alabama, as follows:
SECTION 1: Friends of the Dog Park Defined: The Friends of the Dog Park is an advisory board appointed to advise the Mayor and Council in the area of its specialty.
SECTION 2: Board Membership: The advisory board shall consist of seven (7) members. Beginning September 2014 the members of the advisory board shall serve through the completion of the dog park and beyond, if necessary, until desired fundraising efforts are met at the pleasure of the City Council without compensation.
SECTION 3: Qualifications: Members of The Friends of the Dog Park shall make up a diverse group of people. City staff shall provide support as needed to the advisory board, Accounting for donation collection, Administration for minutes, notices, etc
SECTION 4: Meetings: Meetings will be held on an "as needed basis" as determined by the advisory board. Roberts Rules of Order will be followed in all meetings. Four of the seven members must be present for a quorum.
SECTION 5: Attendance Requirements: Attendance will be documented at each meeting. Beginning with the sixth meeting, a cumulative attendance record shall be calculated and updated with each meeting thereafter. Any member that falls below 66% attendance record shall automatically vacate their chair and the advisory board shall recommend to City Council a replacement member. A minimum of four (4) members must be in attendance for a quorum.
SECTION 6: Duties:
1) Act in an advisory capacity in matters relating and pertaining to the dog park.
2) Coordinate fund raising efforts with a goal of funding various amenities with public donations.
3) After the advisory board feels all their desired goals have been met the board shall meet a final time to finish any outstanding issues that come up and to complete minutes so the records depict completion of the projects.
SECTION 7: Finances: The City shall create new expense and revenue accounts to track all donations and purchases to ensure clear accountability to its citizens.
SECTION 8: This Resolution shall become effective immediately upon its adoption as required by law.
