A RESOLUTION AMENDING THE PAY CLASSIFICATION PLAN FOR THE REORGANIZATION OF THE FIRE DEPARTMENT

During review of the Fire Department’s organizational and pay structure, it was identified that a significant gap exists between the current Firefighter position at grade 140 and the next promotional opportunity of Fire Service Lieutenant at grade 190. The purpose of this resolution is to approve a reorganization of the Fire Department to create a defined career path that acknowledges the advanced skill sets, certifications, and leadership abilities of fire personnel. This 5 grade range provides adequate bandwidth to introduce intermediate classifications that recognize progression, experience, and specialized responsibilities. This reorganization will strengthen recruitment and retention efforts on both the firefighting and fire inspection sides of the department. New classifications will be established as follows: Firefighter Basic (grade 140), Firefighter Advanced (grade 160) , Driver/Operator (grade 170), Fire Inspector Basic (grade 170), Fire Inspector Advanced (grade 180), and Senior Fire Inspector (grade 200). These new classifications will provide clear opportunities for advancement based on experience, training, and demonstrated performance.

The implementation of this reorganization will be budget neutral, achieved through the use of current departmental vacancies. The changes will amend the City’s Pay Classification Plan to incorporate the new positions and corresponding pay grades.

     WHEREAS, the City of Foley is committed to maintaining a professional, well-trained, and motivated Fire Department that provides a high level of service to the community; and

     WHEREAS, a review of the Fire Department’s organizational and pay structure identified a significant gap between the current Firefighter position and the next promotional opportunity of Fire Service Lieutenant; and

     WHEREAS, the Fire Chief has recommended a reorganization of the Fire Department to reflect current operational demands and to encourage career progression for both firefighting and fire inspection divisions; and

     WHEREAS, the reclassifications of the positions require amendments to the City's Pay Classification Plan.

     NOW THEREFORE BE IT RESOLVED that the City Council of the City of Foley, Alabama, as follows:

     SECTION 1:     Amends the Pay Classification Plan by eliminating twenty-five (25) slots in the position of Firefighter (Job Code 2020103 / Grade 140) and authorizing the new positions of Firefighter Basic (Job Code 2020118 / Grade 140), Firefighter Advanced (Job Code 2020119 / Grade 160), and Driver/Operator (Job Code 2020120 / Grade 170). There are 25 slots between these three positions that can increase/decrease as needed.

     SECTION 2:     Amends the Pay Classification Plan by eliminating two (2) slots in the position of Fire Inspector (Job Code 2020104 / Grade 150) and authorizing one (1) new position of Fire Inspector Basic (Job Code 2020121 / Grade 170.) and one (1) new position of Fire Inspector Advanced (Job Code 2020122 / Grade 180).

     SECTION 3:     Amends the Pay Classification Plan by reclassifying the position of Senior Fire Inspector (Job Code 2020114) from a Grade 190 to Grade 200.

     SECTION 4:     This Resolution shall become effective immediately upon its adoption as required by law.
