A RESOLUTION AMENDING THE PAY CLASSIFICATION PLAN IN GENERAL GOVERNMENT AND THE POLICE DEPARTMENT

General Government request: After a review of the City Clerk's office staff, it has been determined there is a need to reclassify the Administrative Assistant II (grade 70) position to a Part-Time Mail Courier (grade 40).
Police Dept request: 1. Reclassify Police Officer II (grade 180) to Police Corporal (grade 190) assigned to the Professional Development Unit. This Corporal will oversee all new hires and supervise their training. Upgrading this position to Corporal will add necessary supervisory duties and provide a rank structure that offers stability during promotional movement within the Professional Development Unit. 2. Reclassify Police Officer II (grade 180) to an additional slot in the Crime Scene and Evidence Technician (grade 120). We have seen success with this civilian position and identified an immediate need for additional coverage. Converting this position to a Crime Scene and Evidence Tech would provide a second dedicated person to ensure continuous coverage and support for our Criminal Investigations Division and the community, particularly when the primary technician is unavailable due to sickness, vacation, or training. All of these changes are budget neutral due to departmental vacancies.

WHEREAS, in General Government, a review of staffing within the City Clerk’s Office has identified the need to reclassify the existing Administrative Assistant II position to Part-Time Mail Courier to more effectively support office operations and mail distribution functions; and
WHEREAS, in the Police Department, the Police Chief has recommended the following reclassifications to better meet operational and supervisory needs within the department:
1. Reclassification of a Police Officer II to Police Corporal assigned to the Professional Development Unit, where the Corporal will oversee all new hires and supervise their training, thereby adding necessary supervisory duties and strengthening rank structure during promotional movement within the unit; and
2. Reclassification of a Police Officer II to an additional Crime Scene and Evidence Technician to provide continuous coverage and support for the Criminal Investigations Division and the community; and
WHEREAS, all of the above reclassifications are budget neutral due to existing departmental vacancies and will not result in an increase in overall personnel expenditures for the current fiscal year.
NOW THEREFORE BE IT RESOLVED that the City Council of the City of Foley, Alabama, as follows:
SECTION 1: Amends the City's Pay Classification Plan in General Government by eliminating the vacant position of Administrative Assistant II (Job Code 1010103 / Grade 70) and authorizing the new position of Part-Time Mail Courier (Job Code 1010158 / Grade 40).
SECTION 2: Amends the City's Pay Classification Plan in the Police Department by eliminating two (2) vacant slots in the position of Police Officer II (Job Code 2010172 / Grade 180) and authorizing one additional slot in the position of Police Corporal (Job Code 2010173 / Grade 190) and authorizing one additional slot in the position of Crime Scene and Evidence Technician (Job Code 2010164 / Grade 120).
SECTION 3: This Resolution shall become effective immediately upon its adoption as required by law.
