(Second Reading) An Ordinance Approving the Southeast Quadrant Traffic Calming Implementation and Speed Limit Standardization

WHEREAS, the City deems it necessary to set standards for design and construction requirements, guidelines, details and standards for the design, development and construction relating to residential, commercial or industrial development within the jurisdiction, and
WHEREAS, concerns from citizens regarding the non-uniformity of local street speed limits have been identified in the southeast street quadrant bounded by the north / south streets of AL 59 and South Pecan Street, and the east / west streets of East Laurel Avenue and East Azalea Avenue, and
WHEREAS, the City has placed emphasis on traffic calming implementation including the creation of more standardized speed limits to better serve the community to promote the health, safety, and welfare of the public, and
WHEREAS, Engineering offers to the following recommendations on speed limits for this quadrant:
all east / west streets between East Laurel Avenue and East Azalea Avenue to be set to 20mph
all alleys to remain at 10mph
all north / south streets between South Pecan Street and AL 59 be set to 20mph, with the exception of South Juniper Street and South Cypress Streets to remain at 30mph
BE IT ORDAINED that the Foley City Council as follows:
Section 1. Amends the Speed Limit Ordinance 391-87 An Ordinance to Provide Parking, Speed Limits and Traffic Control within the City of Foley.
Section 2. Approves the recommendations from Engineering listed above.
Section 3. "The terms and provisions of this ordinance are severable. If any part or portion of this ordinance is declared invalid, void, or unconstitutional, that portion shall be deemed severed, and the remaining portions of the ordinance shall remain in full force and effect."
Section 4. All ordinances or parts of ordinances, in any manner conflicting herewith are hereby repealed.
Section 5. This ordinance shall become effective upon its publication as required by law.
