WHEREAS, in March 2019, the Alabama Legislature passed the Rebuild Alabama Act (HB2) implementing a statewide gas tax increase to help with transportation infrastructure funding, and
WHEREAS, the City of Foley is slated to receive an estimated $67,499 in 2020, $89,999 in 2021, and $112,499 in 2022, and
WHEREAS, In order to be eligible to receive funds, each municipality must:
(a) Adopt an annual transportation plan by August 31st;
(b) Post the transportation plan for the general public to view;
(c) Create a receivable and expenditure for the Rebuild Alabama monies;
(d) Utilize pre-approved ALDOT contractors and material suppliers to implement the transportation plan;
(e) Each January, present a written report detailing expenditures made from the fund and status of the adopted transportation plan to Council;
(f) Each October 1st, provide a list of contractors who have been awarded projects to the Senate President Pro Tempore, the Speaker of the House, and the Chair of the Joint Transportation Committee;
(g) Publish project plans and bid openings on a website maintained by the Alabama League of Municipalities; and
(h) Follow state bid laws when awarding contracts and follow state closeout procedures.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FOLEY, ALABAMA, AS FOLLOW
SECTION 1: In accordance with the Rebuild Alabama Act signed into law March 12, 2019, the City of Foley hereby adopts this annual Transportation Plan to use the estimated revenues of $67,499 anticipated from the Rebuild Alabama Act (Fuel Bill) fund during the 2020 fiscal year to: perform roadway improvements, repairs, resurfacing, reconstruction or maintenance of roads as defined in the City's annual repaving plan; and/or as match monies for any state or federal grant funded projects to perform roadway improvements, repairs, resurfacing, reconstruction or maintenance within our existing street/road network during said fiscal year.
