We are seeking to enter into an agreement with a third party for compliance monitoring regarding inspection, testing, and maintenance of fire protection systems and equipment.  These items are required by our adopted fire code to be inspected, tested, and maintained on a prescribed timeline, based on the type of equipment and use.  We often find that businesses and contractors do not follow up on deficiencies until our inspectors do their regularly scheduled fire and life safety inspections.  When we find the noted deficiencies, we then have to follow up with the business and contractors, which is very time-consuming.  The third party service would require that all contractors report the deficiencies directly to them, and they would handle the notifications and follow ups.  This will allow for more consistent and efficient fire inspections.  There is no cost to the City for this service as they collect fees directly from the contractors.

     WHEREAS, the Foley Fire Department has a need to improve code-required compliance with fire and life safety inspection, testing, and maintenance of fire protection systems and equipment in businesses, and

     WHEREAS, there are third party services that offer compliance monitoring, reporting, and follow-up at no cost to the City.

     NOW THEREFORE BE IT RESOLVED that the City Council of the City of Foley, Alabama, as follows:

     SECTION 1:     Approves entering into an agreement for compliance monitoring, and authorizes the Mayor, Fire Chief, and City Attorney to approve and sign contracts and documents for compliance monitoring services.

     SECTION 2:     This Resolution shall become effective immediately upon its adoption as required by law.
