      WHEREAS, the Alabama Department of Economic and Community Affairs (ADECA) is accepting applications from municipal governments for Program Year 2014 Community Development Block Grant (CDBG) funds made available through the United States Department of Housing and Urban Development (HUD); and
      WHEREAS, the City of Foley has identified community development needs and determined that there is a critical need to provide sewer rehabilitation in older neighborhoods in the southeast quadrant of the City where high concentrations of low to moderate income persons reside; and
      WHEREAS, a public hearing was held on May 6, 2014 informing the public of the availability of the funds and identifying the project that the City intends to address with the funds.
 
NOW THEREFORE BE IT RESOLVED that the City Council of the City of Foley, Alabama, as follows:
SECTION 1:       Authorizes the submission of a grant application to ADECA requesting $450,000 in PY 2014 Large City CDBG Funds.
SECTION 2:      The City of Foley (through Riviera Utilities) agrees to provide $686,580 in cash matching contributions toward the project, for a total project cost of $1,136,580.
      SECTION 3:      Authorizes the Mayor to sign all required grant application documents on behalf of the City.
      SECTION 4:      This Resolution shall become effective immediately upon its adoption as required by law.
