This resolution authorizes an amendment to the City’s Pay Classification Plan to reassign oversight of public construction projects from the Engineering Department to the Infrastructure and Development Department. This would establish the position of Director of Public Projects as the lead authority for planning, managing, and executing public construction projects by converting/upgrading the current Construction Projects Manager. This amendment is designed to enhance operational efficiency, ensure consistent leadership over major construction initiatives, and align City resources with long-term development objectives. In addition, we would amend the pay plan to transfer the Deputy Construction Projects Manager from the Engineering Department to the Infrastructure and Development Department. This a budget neutral action for this fiscal year.

WHEREAS, the oversight of public construction projects has historically been assigned to the Engineering Department; and
WHEREAS, the City has determined that transferring oversight of such projects to the Infrastructure and Development Department will improve operational efficiency and better align with long-term planning and capital improvement priorities; and
WHEREAS, administration finds it in the best interest of the City to establish the position of Director of Public Projects to provide leadership and direction over all public construction projects, infrastructure planning, and related development initiatives; and
WHEREAS, the City's Pay Classification Plan must be amended to include the Director of Public Projects position at the appropriate pay grade and to remove the existing classification affected by this reorganization.
NOW THEREFORE BE IT RESOLVED that the City Council of the City of Foley, Alabama, as follows:
SECTION 1: Amends the City's Pay Classification Plan by eliminating the vacant position of Construction Projects Manager in the Engineering Department (Job Code 3020106 / Grade 200).
SECTION 2: Amends the City's Pay Classification Plan by authorizing the new position of Director of Public Projects in the Infrastructure and Development Department (Job Code 3000103 / Grade 250).
SECTION 3: Amends the City's Pay Classification Play by transferring the position of Deputy Projects Manager (Job Code 3020108 / Grade 170) from the Engineering Department to the Infrastructure and Development Department with the new Job Code of 3000104 at the same Pay Grade of 170.
SECTION 4: This Resolution shall become effective immediately upon its adoption as required by law.
