A Resolution to Discuss the Foley Farmers Market Kitchen Bid Results
Summary
Staff previously requested permission from Council to go to move forward with a commercial kitchen to be located at the Coastal Alabama Farmer's and Fisherman's Market. In order for local food entrepreneurs to expand their businesses, meet demand, access learning opportunities and receive mentorship and business incubation services, while contributing to the growth and development of the community. Bids were opened for the Foley Farmers Market Commercial Kitchen for a second time with seven bids received. The lowest responsible bidder was Langan Development with a base bid of $877,325. When evaluating the bids, staff must consider the other project costs in addition to the construction costs such as equipment and engineering. Once these figures were factored into the price, the total price for the project was $1,152,694. The current budget for this project is $750,000 resulting in a $402,694 deficit. At this time, staff recommends rejecting all the bids and not moving forward with this project. We appreciate all the contractors time and effort to put together their bids.

WHEREAS, staff previously requested permission from Council to go to move forward with a commercial kitchen to be located at the Coastal Alabama Farmer's and Fisherman's Market, and
WHEREAS, bids were opened for the Foley Farmers Market Commercial Kitchen for a second time with seven bids received, with the lowest responsible bidder being Langan Development with a base bid of $877,325, and
WHEREAS, when evaluating the bids, staff must consider the other project costs in addition to the construction costs such as equipment and engineering for a the total price for the project of $1,152,694, and

NOW THEREFORE BE IT RESOLVED that the City Council of the City of Foley, Alabama, as follows:
SECTION 1: Council agrees with staff's recommendation to reject all bids and not to move forward with this project at this time.
SECTION 2: Council appreciates all the contractors time and effort to put together their bids, and hopes the contractors will continue to participate in other City of Foley bids moving forward.
SECTION 3: This Resolution shall become effective immediately upon its adoption as required by law.
