The Police Department desires to convert one Police Officer slot to a non-sworn, civilian position - Community Safety and Wellness Specialist focusing on building positive relationships with businesses and members of the community by addressing neighborhood concerns through outreach and education, engaging with residents through neighborhood meetings, community events, and door to door visits to understand local concerns and build trust. This position would participate in recruiting efforts and would serve as a liaison between varying community resources to connect victims of domestic violence, individuals with mental health and other special populations to services. This is a budget neutral action, as the position conversion would result in a downgrade from a Police Officer II grade 180 to a grade 120.

     WHEREAS, the Police Department seeks to convert one sworn officer position to a non-sworn, civilian position to engage with the community, address neighborhood concerns through outreach and education, participate in recruiting efforts, and connect residents to appropriate services.

     NOW THEREFORE BE IT RESOLVED that the City Council of the City of Foley, Alabama, as follows:

     SECTION 1:     Amends the City's Pay Classification Plan by eliminating one (1) slot in the position of Police Officer II (Job Code 2010172 / Grade 180) and authorizing one (1) slot in the new position of Community Safety and Wellness Specialist (Job Code 2010178 / Grade 120).

     SECTION 2:     This Resolution shall become effective immediately upon its adoption as required by law.
