WHEREAS, the City of Foley is dedicated to preserving the distinctive architectural heritage, character, and historic integrity of its Downtown Historic District; and
WHEREAS, the existing Downtown Historic District Design Review Guidelines require updating to address current development patterns, evolving architectural preservation standards, sustainability considerations, and contemporary design practices; and
WHEREAS, updated guidelines will provide clear, objective standards for property owners, developers, City staff, and the Historic District Commission; and
WHEREAS, the City solicited proposals from qualified urban planning and historic preservation consulting firms to lead the guideline update process; and
WHEREAS, The Walker Collaborative, LLC has demonstrated the specialized expertise, experience, and qualifications necessary to perform the required scope of services; and
WHEREAS, City staff has reviewed the proposal submitted by The Walker Collaborative, LLC, found it to be fair, competitive, and in the best interest of the City, and recommends award of the professional services agreement; and
WHEREAS, adequate funds for this project have been identified and allocated in the FY27 Consulting/Professional Fees-Building Department Account 100-2050-6020.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FOLEY, ALABAMA, AS FOLLOWS:
SECTION 1: The City Council hereby approves the professional services agreement with The Walker Collaborative, LLC for the updating of the Downtown Historic District Design Review Guidelines, in an amount not to exceed $35,000, substantially in the form attached hereto as Exhibit “A.”
SECTION 2: The Mayor is hereby authorized and directed to execute the agreement on behalf of the City, along with any necessary ancillary documents, amendments, or work orders consistent with the scope and intent of this Resolution, subject to final review and approval as to legal form by the City Attorney.
SECTION 3: City staff is hereby authorized to take all necessary and appropriate administrative actions to implement the terms of the agreement and facilitate the project scope.
SECTION 4: This Resolution shall become effective immediately upon its adoption as required by law.
