Council President Wayne Trawick called the meeting to order at 4:00 p.m. Council members present: Ralph Hellmich, Charlie Ebert, Vera Quaites and Rick Blackwell. Also present: Mayor John Koniar, City Administrator Mike Thompson, Vickey Southern, Sandra Pate, LaDonna Hinsley, Jessica Middleton, Jeff Rouzie, Steven Smith, Joe Bouzan, Joey Darby, David Wilson, Randy Bishop, Meg Hellmich, Suzanne Kellams, Dan Hellmich, David Vosloh, Richard Chatham, and press representatives Cathy Higgins and Marc Anderson.
13-0480 Informational Item - Overview presentation of the City's new revised website.
Sandra Pate and Suzanne Kellams provided an overview of the City's revised website. Sandra noted this was not a total remake of the site, but rather enhancements that were made to the existing site. There were three goals to the project; 1) to improve the navigation structure so viewers could find the information more easily, 2) to make the website more visually appealing and more professional looking by the use of professional images, enhanced color schemes and layouts, and use of the city's new logo, and 3) to provide more engaging content for the viewers by the use of maps, contact forms, downloadable documents, "how do I" links, announcements and current news accessible on the home page, and making sure all content was updated and current. Sandra publically thanked Suzanne Kellams for her work on the site and noted that she did a fantastic job keeping the project on track through completion.

13-0464 ABC License - 240 Non-Profit Tax Exempt for Chamber Foundation's BBQ & Blues Event March 15 & 16, 2013.

13-0465 Resolution approving $9 million Industrial Revenue Bond Series 2013 for Vulcan expansion.
It was noted the City has no obligation with regard to this bond. The industry qualifies for the bond and the City just basically endorses it as a tax free bond. Resolution was retained on the Council meeting agenda.
13-0431 Accept bid for six (6) vehicles for non-patrol sections of the Police Department and approves vehicle accessory purchases.

13-0472 Renew Contract with Waste Pro for Commercial Solid Waste Service.

13-0473 Approves Application For The USDA's Rural Business Enterprise Grant(RBEG) For No More Than $100,000 For Equipment For The Farmers Market.
Suzanne Kellams reported the City will be asking for $90,000. Resolution was retained on the Council meeting agenda.
13-0476 Request permission to go to bid for one (1) One-Ton Flatbed Truck for the Street Department.

13-0477 Purchase one (1) portable fuel tank for the Street Department.

13-0479 Resolution to Fund Temporary Part-Time Hours for ArcMap GIS System Upgrade in CDD.

13-0487 Purchase 34 New Fall Swag Decorations for the Streetscape Lamp Poles from Trees N Trends for $1,155.66.

13-0486 Soccer Field Construction Equipment Rental.
Councilman Ebert requested the City coordinate any moving of dirt at the Soccer field with Donna Watts of the South Baldwin Chamber due to the upcoming Balloon Festival. Fire Chief Joey Darby noted they are meeting next Thursday to try and finalize parking. Resolution was retained on the Council meeting agenda.
13-0455 Memorializing the purchase of new Ford Truck and emergency lighting and equipment plus the installation fees.

Public Works Superintendent, Dan Hellmich, reported they will be receiving the automated garbage truck soon.
