Joe Bouzan, Project Manager - throughout the past, procedures and policies for budgeting Infrastructure Projects have been updated by both individual resolution and resolutions adopting fiscal budgets.  Request permission to streamline this process by adoption of the following resolution.
 
This resolution is an attempt to encompass all the parts of a project, from outlining the work to be performed, assigning a project owner, developing a budget, providing for contingencies and going to bid, all in one resolution, upfront.

WHEREAS, in the past, the City has adopted various resolutions setting policies and procedures for the management and budgeting of Infrastructure Improvement, Maintenance and Repair Projects.
WHEREAS, infrastructure projects include buildings, property improvements, roads, drainage, sidewalks and other similar components of public property.
WHEREAS, due to the number, duration, and monetary size of current day projects, it has been determined that new policies and procedures are required.
WHEREAS, the City's Project Manager will use Council's guidelines setforth herein to develop a detailed policies and procedures manual to be maintained in accordance with Federal, State and Local laws.
NOW THEREFORE BE IT RESOLVED that the City Council of the City of Foley, Alabama, as follows:
SECTION 1:      Rescinds resolution 1590-00, 2356-04, and all other resolutions relating to the management and budgeting of Infrastructure Improvement, Maintenance and Repair Projects.
SECTION 2:      Establishes the following guidelines for the development of policies and procedures for the management and budgeting of Infrastructure Projects:
            a.  A Project Owner will be assigned to each project.
            b.  The Project Owner will develop a budget for the project that includes all professional costs, construction estimates and direct owner purchases.
            c.  The Project Owner will add ten percent (10%) to the total project for contingencies such as quantity adjustments and/or unforeseen events related directly to the original scope of work.
            d.  The Project Owner will present a written report outlining the work to be performed and the requested budget to Council for approval prior to proceeding.
            e.  The Project Owner, in conjunction with the City's Project Manager, will make progress reports available to Council.
            f.  Periodically, the City's Project Manager will submit project closeout reports showing actual results.
SECTION 3:      Budgets for Infrastructure Improvement, Maintenance and Repair Projects will not expire until such time as the project is complete
SECTION 4:      The City's Project Manager will establish a policies and procedures manual based on the above perimeters and in accordance with Federal, State and Local laws.
SECTION 5:      This Resolution shall become effective immediately upon its adoption as required by law.
