A RESOLUTION AMENDING THE PAY CLASSIFICATION PLAN FOR REORGANIZATION OF THE STREET DEPARTMENT

The Street Department requests consideration to amend the Pay Classification Plan to support reorganization of the department to 1) formally establish an Urban Forestry Division, 2) to accurately reflect higher-level supervisory responsibilities, and 3) to elevate the qualifications of the Construction Division positions requiring a class B CDL. Since January 2025, the Street Department has developed an Urban Forestry Division utilizing existing street maintenance personnel to establish a dedicated tree maintenance crew with a cost savings of approximately $370,000 in contractor costs. In order to properly recognize the distinct functions, technical expertise, and responsibilities associated with this work, it has been determined that the existing positions should be reclassified within a structured, tiered framework specific to the Urban Forestry Division.
A comprehensive job analysis has been conducted for each position to ensure alignment between the scope of duties performed and the corresponding compensation level. Based on the findings of this analysis, it is recommended that the Pay Classification Plan be amended as follows:
Upgrade one Street Maintenance Worker I (Grade 60) to Urban Forestry Technician I (Grade 80); Upgrade two Street Maintenance Worker Is (Grade 60) to Urban Forestry Technician IIs (Grade 100); Upgrade one Street Maintenance Worker II (Grade 70) to ROW/Urban Forestry Technician Crew Leader (Grade 120); and Upgrade one Street Maintenance Crew Leader (Grade 120) to Street Department ROW/Maintenance Supervisor (Grade 170) to accurately reflect higher-level supervisory responsibilities overseeing multiple crews.
For the Construction Division, there are 3 remaining Equipment Operator I (Grade 70) positions that should be upgraded to Heavy Equipment Operator I positions (Grade 80) to ensure all workers can operate or drive when necessary requiring at minimum a class B CDL.
The total cost to implement these changes is approximately $26,600 and is budgeted under account 100-9200-5999 Reserve for Salary Increases.

WHEREAS, The Street Department requests to amend the City's Pay Classification Plan to support reorganization of the department to formally establish an Urban Forestry Division, to accurately reflect higher-level supervisory responsibilities, and to elevate the required qualifications of the Construction Division positions.
NOW THEREFORE BE IT RESOLVED that the City Council of the City of Foley, Alabama, as follows:
SECTION 1: Amends the Pay Classification Plan by eliminating one (1) slot in the position of Street Maintenance Worker I (Job Code 3010119 / Grade 60) and authorizing one (1) new position of Urban Forestry Technician I (Job Code 3010137 / Grade 80).
SECTION 2: Amends the Pay Classification Plan by eliminating two (2) slots in the position of Street Maintenance Worker I (Job Code 3010119 / Grade 60) and authorizing two (2) slots in the new position of Urban Forestry Technician II (Job Code 3010138 / Grade 100).
SECTION 3: Amends the Pay Classification Plan by eliminating one (1) slot in the position of Street Maintenance Worker II (Job Code 3010121 / Grade 70) and authorizing one (1) new position of ROW/Urban Forestry Crew Leader (Job Code 3010139 / Grade 120).
SECTION 4: Amends the Pay Classification Plan by eliminating one (1) slot in the position of Street Maintenance Crew Leader (Job Code 3010127 / Grade 120) and authorizing one (1) new position of Street Dept ROW/Maintenance Supervisor (Job Code 3010140 / Grade 170).
SECTION 5: Amends the Pay Classification Plan by eliminating the three (3) remaining slots in the position of Equipment Operator I (Job Code 3010120 / Grade 70) and authorizing three (3) additional slots in the position of Heavy Equipment Operator I (Job Code 3010123 / Grade 80).
SECTION 6: The cost to implement these amendments is approximately $26,600.00 and will be transferred to the appropriate personnel accounts from account 100-9200-5999 Reserve for Salary Increases as documented on the attached transfer form.
SECTION 7: This Resolution shall become effective immediately upon its adoption as required by law.
